12.05.2006 Town Council, P&Z Joint Minutes MINUTES Joint Work Session of the Prosper Town Council and Prosper Planning and Zoning Commission F Somerville Drive, Prosper, Texas IS Folsom Elementary School(Cafeteria) Tuesday, December 5, 2006 at 6:00 p.m. 1. Call to Order/Roll Call. Mayor Niswanger called the meeting to order at 6:05 p.m. Council present included: Council present included: Mayor Charles Niswanger, Mayor Pro-Tern David Bristol, Dave Turley, Lisa Dritschler, and Kevin Drown. Mike Wadsworth arrived at 6:26 p.m. Staff present included: Douglas Mousel, Interim Town Manager; Chris Copple, Development and Parks Planner; and Matthew Denton, Town Secretary. Planning and Zoning Commissioners present included: Marcus Ruark, Jessica Arce, George Dupont, Troy Brock, Reno Jones, Ronni Gallup, and Mark DeMattia. 2. Review and discuss standard procedures relating to the consideration of zoning and development requests by the Planning& Zoning Commission and Town Council. Doug Mousel, Interim Town Manager and Chris Copple, Development and Parks Planner, discussed the Zoning and Development process. 3. Review and discuss the recommendations of the Comprehensive Plan as it relates to multi-family zoning. Chris Copple, Development and Parks Planner, discussed the Comprehensive Plan as it relates to multi-family zoning. 4. Review and discuss the recommendations of the Comprehensive Plan as it relates to retail zoning. Review and discuss the recommendations of the Comprehensive Plan as it relates to single-family lot size and density. Review and discuss the application of the Parks, Recreation, and Open Space Master Plan to the zoning and development process. Review and discuss the Mahard Ranch concept plan. a) Conformance of concept plan to the Future Land Use Plan(land use and single-family density) b) Conformance of concept plan to the Thoroughfare Plan. Chris Copple, Development and Parks Planner, discussed the Mahard Ranch concept plan. Representatives from the Mahard Ranch developer, Forest City, were in attendance to answer questions for council. 10. Review and discuss requirements of the zoning ordinance. Chris Copple, Development and Parks Planner, reviews the requirements of each chapter of the Zoning ordinance. 11. Review and discuss requirements of the Subdivision ordinance.
