Joint Meeting of the
Prosper Town Council and the
TOWN OF
Prosper Independent School District Board
1E. Folsom Elementary School—Community Room
800 Somerville Drive, Prosper,Texas
Tuesday, July 25, 2006 at 6:00 p.m.
1. Call to Order/Roll Call.
The meeting was called to order at 6:05 p.m.
Roll call was taken by the Town Secretary.
Council present included: Mayor Charles Niswanger, Mayor Pro-Tem David Bristol, David Turley, Lisa
Dritschler, Kevin Drown, and Mike Wadsworth.
Prosper Independent School District Board Present included: Superintendent Drew Watkins, Dan Tolleson, Jr.,
Wayne Bernstein, and Sonnya Airhart.
Staff present included: Douglas Mousel, Town Administrator; Claude Thompson, Town Planner, Hulon Webb,
Director of Development Services; Karen Gandy, Executive Director of the Economic Development
Corporation; Gary McHone, Police Captain, Ronnie Tucker, Fire Chief, Ron Butler, Business Manager and
Matthew Denton, Town Secretary.
REGULAR SESSION
2. Discuss upcoming Prosper Independent School District and Town sponsored events.
Doug Mousel, Town Administrator, informed the council and board of the upcoming National Night Out and
Town Hall meeting for the proposed Prosper Town Charter.
3. Discuss current and future zoning and development activities and infrastructure projects within
the Town.
Doug Mousel, Town Administrator, gave Council and the PISD Board an update on new subdivisions and
road/infrastructure projects currently underway. Mr. Mousel also discussed several future projects and how they
will affect PISD and the Town.
4. Discuss current and future plans for the acquisition, development, and/or construction of Prosper
Independent School District facilities.
Drew Watkins, Superintendent of Prosper ISD gave council a brief overview of the school district projects
currently underway. Mr. Watkins also informed the council of the intention of the ISD to sell bonds in August
2006.
5. Discuss the status of current and future joint projects of the Prosper Independent School District
and the Town,including,but not limited to:
a) The park site and playground adjacent to Folsom Elementary School;
b) Future park/school sites; and
c) Tennis courts at the Prosper High School.
Drew Watkins, Superintendent of Prosper ISD informed the council that the ISD should be closing on the
Goodman property on July 31, 2006.

Council and PISD Board discussed several joint playground projects and also the development of the Goodman
property.
CLOSED SESSION
Council and the PISD Board did not recess into closed session.
6. Recess into closed session in compliance with Section 551.001 et. Seq. Texas Government Code, to
wit, Section 551.072, to discuss the acquisition of property located in an area bordered by Dallas
Parkway to the west, Coleman Street to the east, Prosper Trail to the south, and Frontier
Parkway to the north for a community park.
7. Reconvene into regular session and take any action necessary as a result of the closed session.
8. Adjourn
Meeting adjourned at 6:56 p.m.
