Tuesday, January 14, 1986
City Hall; 7:00 p.m.
Those Present: Mayor Cockrell; Council members: John Christie,
Johnny Johnson, Cecil Norris, Steve Bell and Doyce Stanton.
Call to Order: The meeting was called to order by Mayor Cockrell.
,�pp val of Minutes: The minutes were approved as read with a
motion by Doyce Stanton and seconded by Cecil Norris. Motion
carried.
Bid Announcement on Bar Screen: City Engineer, Gary Hartwell,
summarized to the Council the bid opening which was held on
Friday, January 10, 1986 at 10:00 AM at the City Office. Three
sealed bids were received and the results were read as follows:
1. Control Specialist $16,500.00
2. Gibson & Associates $18,700.00
3. C.L. Teel Construction Co. $19,987.00
Based on these bids, this contract should, on the advice of
the Engineer, be officially awarded to Control Specialist as
the low bidder. Doyce stanton then made a motion to award the
contract to Control Specialist at $16,500.00. Cecil Norris
seconded the motion. Motion carried.
Consideration and Approval of an Ordinance Approvinq the Final

Subdivision Plat oppCollin Green Subdivision: Doyce Stanton
made a motion to approve the final plat on Collin Green Sub-
division. Johnny Johnson seconded the motion. Motion carried.
Prestonview Estates Water Rates: Steve Bell made a motion to
table this item until such time as the City Engineer had the
opportunity to collect financial data from the City and work
up some substantiated amounts for recommendation to the people
outside the City Limits currently being serviced by the City.
Cecil Norris seconded the motion. Motion carried.
Aproval of Audit: Doyce Stanton made a motion, after review
of the City Audit, to accept it. Johnny Johnson seconded they;;;;,,,''°
motion. Motion carried.
Consideration and Approval of an Ordinance Establishing'''
Certificates of Occupancv and Requlation of their Issuance: I�
Cecil Norris made a motion after review of the proposed �
ordinance with the City Attorney, to approve it with one
change, that being the heighth requirement of grass and weeds
as outlined in Section I from 10" to 12". Doyce Stanton seconded
the motion. Motion carried.
Jim Brovles: Mr. Broyles was present but stated to the Council
that he had
his questions answered previously by the Police
Chief and had no reason to speak before the Council.
Approval of Bills: Doyce stanton made a motion to approve
tRe bills as presented. Johnny Johnson seconded the motion.
Motion carried.
Audience and General Discussion:
(1) Rev. Basham, Pastor of the First Babtist Church in
Prosper, was present to ask the Council and the City
Engineer several questions concerning the proposed
construction of their new church.
a. His first question concerned the possible use
of a septic system instead of tying on to the
City sewer system as the distance was so great
between the church site and the only place he
could tie on. This, he stated, would be done
with the understanding that once development did
reach a closer point they would hook onto the
City sewer.
After some discussion with the City Engineer the Council
requested Rev. Basham to have a cost estimate run on
both options to see what the actual difference would be.
(2) His second request was concerning street specifications.
The Church does agree to build the street to meet the
City's requirements but is requesting the Council to
only require them to build the road far enough for them
to get to the buildings. This also, would be a
temporary measure.
The Council, after discussing the situation with the
Engineer asked that the minutes reflect the Council's
approval of the paving of only 200' into their property.
Again, this is understood to be a temporary measure.
Personnel: The letter of resignation from Judge Roller was
read and --accepted with a motion by Doyce Stanton and was
seconded by John Christie. Motion carried. Judge Robinson
was then introduced to the City Council as a candidate for the
newly vacated office of City Judge. After some discussion
Johnny Johnson made a motion to hire Judge Robinson as the
City Judge. Steve Bell seconded the motion. ,Motion carried.
