"Those Present.: Mayor Stephen Coffman, Jim Dunmire, Larry Tracey, Janet
Phillips, and Charles Niswanger.
Call to order: Mayor Coffman called the meeting to order.
Consent Items: Motion by Larry Tracey and seconded by Jim Dunmire to approve
the consent items. Charles Niswanger did not vote. Motion carried.
Comments from Citizens: Ms. Mullendore expressed concern for her driveway where
it meets the edge of the street. She thinks there is a water leak. Mickey Clark will
look into the situation.

by Larry Tracey and seconded by Jim Dunmire to approve the report. Motion carried.

ggininunication couinment: Ronnie was present and gave his report. 191 runs for
1999, 14 total volunteers, and 11 stayed at fire station all night on New Year's Eve.
Ronnie will meet with the council in a work session in two weeks to discuss the goals
of the city and fire department for ambulance service.
Motion by Jim Dunmire and seconded by Larry Tracey to approve the purchase of
communication equipment for the fire trucks. Motion carried.

report. All city funds are in good condition.

Tracey and seconded by Jim Dunmire to purchase 3 mobile phones / radios for city
employees. The phones to be purchased cost $49.00 each and the service plan is for
500 minutes per employee and is a rate of $39.95 per month per phone. Motion
carried.

Tracey will investigate Toby's leak at Amberwood Farms and bring a
recommendation back to the council. Toby is to pay $737.03 on his current water bill
and the council will decide how the remainder of the bill is to be paid.

Charles Niswanger and seconded by Larry Tracey to accept Mr. Boyer's resignation
with regrets. Motion carried.
Action on approval of Ordinance No. 99-54 for Collin Countv: Motion by Larry
Tracey and seconded by Charles Niswanger to approve Ordinance No. 99-54. Motion
carried.

in Arnberwood Farms 50-75 feet to avoid moving trees. Two lots in Phase I may
also be replanted. Tim Morris, City Engineer, agrees with the proposed changes. The
council did not object to the replatting.
Discussion ori invitation to subinit, avolication ft)rTWDB Loan: The City has been
invited to make application to TWDB for a $1 million loan for sewage projects. The
council has until May 1, 2000 to decide if they want to accept the loan. No action
was taken.

Motion by Jim Dunmire and seconded by Larry Tracey to approve the Interlocal
Agreement. Motion carried.

Motion by Charles Niswanger and seconded by Janet Phillips to accept the
annexation petition. The Zoning, however, will not be carried out at the same time as
the annexation. Motion carried.
Adjotim: Motion by Jim Dunmire and seconded by Larry Tracey to adjourn. Motion
