16-20 - R TOWN OF PROSPER, TEXAS RESOLUTION NO. 16-20 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF PROSPER, TEXAS, AUTHORIZING THE TOWN MANAGER TO EXECUTE AN APPLICATION TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER) GRANT FUNDING; MAKING FINDINGS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Staffing for Adequate Fire and Emergency Response (SAFER) grant program was created by the Federal Emergency Management Agency (FEMA) to provide funding directly to fire departments and volunteer firefighter interest organizations in order to help them increase the number of trained, "front line" firefighters available in their respective communities; and WHEREAS, the goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by the NFPA and OSHA (specifically, NFPA 1710 and/or NFPA 1720 and OSHA 1910.134); and WHEREAS, the goal of a grant application by the Town of Prosper is to hire six (6) Firefighter/Paramedics to staff Fire Station 2; and WHEREAS, if awarded, the grant amount would be $925,950 with no matching funds required; SAFER would pay for one hundred percent (100%) of personnel costs for the aforementioned six (6) positions for two (2) years, with a period of performance of two (2) years; and the applicable recruitment and hiring period would be 180 days; and WHEREAS, to submit the SAFER grant application, it is necessary that the Town Council authorize the Town Manager to timely execute the application with FEMA. NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF PROSPER, TEXAS, THAT: SECTION 1 The findings set forth above are incorporated into the body of this Resolution as if fully set forth herein. SECTION 2 The Town Council of the Town of Prosper hereby authorizes the Town Manager to execute any and all documentation relative to the Town's application for SAFER grant funds with FEMA, and take any and all actions incident and related thereto. SECTION 3 Any and all resolutions, rules, regulations, policies, or provisions in conflict with the provisions of this Resolution are hereby repealed and rescinded to the extent of any conflict herewith. r SECTION 4 This Resolution shall be effective from and after its passage by the Town Council.
