Ordinance,regarding action taken by the Planning &Zoning
Commission on any Site Plans and Preliminary Site Plans,

Regular Agenda
Pursuant to Section 551.007 of the Texas Government Code,
individuals wishing to address the Council for items listed as
public hearings will be recognized when the public hearing is
opened.For individuals wishing to speak on a non-public
hearing item,they may either address the Council during the
Citizen Comments portion of the meeting or when the item is
considered by the Town Council.
Agenda Item 10.
Conduct a public hearing and consider and act upon a request
to rezone 0.36±acres from Single Family-15 (SF-15)to
Downtown Office (DTO),located on the northeast corner of
First Street and Parvin Street.(Z22-0016).(DS)
Agenda Item 11.
Consider and act upon authorizing the Interim Town Manager
to execute a Standard Form of Agreement between the Town
and Dean Electric,Inc.,dba Dean Construction,related to
Construction Manager-At -Risk services for Raymond
Community Park Phase 1 Project;and an Addendum to the
Standard Form of Agreement between the Town and the
Construction Manager-At -Risk.(PN)

Agenda Item 13.
Discussion on Irrigation Ordinance.(BC)
Recap-Phase 1 of Irrigation Ordinance
•Adopted November 23rd ,2021
•Effective January 1st,2022
•Required by Section 551.006 of Local Government Code for
municipalities with a population over 20,000
•At time of the adoption of Phase 1,staff committed to
conducting a public outreach program and coming back with
Phase 2 of the Irrigation Ordinance in late 2022 to bring the
ordinance into full compliance with Section 551.006
Phase 1 Highlights
•Contractor registration,licensing check,and permit required
•Requirements regarding system design and installation,
including maintenance checklist,aimed at water
conservation
•Requirement for annual testing for properties with OSSF
•Specific backflow prevention and cross-connection
requirements
Coming Soon…Phase 2
Public Works has completed a Public Outreach Program:
•HOA Presidents meeting before Phase 1
•Mailed Brochures to all residents on OSSF in March,2022
•Posted information on website
•Additional mailings from Public Works to remind all homeowners
served by OSSF of the requirement for annual testing of backflow
preventer
•Fielded numerous inquiries and answered resident’s questions
Phase 2 Requirement
•If an Irrigation System is installed on a property served by
OSSF,the irrigation system is designated a health hazard
•Therefore,an RPZ is required as an in-ground DCA is
insufficient for those items deemed a health hazard
•This applies to :
1.New systems
2.Systems undergoing a “major alteration”
3.Systems that cannot be repaired “in-ground”
Executive Session
Section 551.087 –To discuss and consider economic development incentives and all
matters incident and related thereto.
Section 551.072 –To discuss and consider purchase,exchange,lease or value of real
property for municipal purposes and all matters incident and related thereto.
Section 551.074 –To discuss and consider personnel matters,including Town Manager
search and selection process,and all matters incident and related thereto.
Section 551.089 -Deliberation of security information collected,assembled,or maintained
by or for a governmental entity to prevent,detect or investigate criminal activity,pursuant
to Section 2059.055 of the Texas Government Code,and all matters incident and related
thereto.
Section 551.071 -To consult with the Town Attorney regarding legal issues associated with
a Municipal Court prosecution matter and all matters incident and related thereto.
The Town Council Meeting will resume after the
Executive Session.
Reconvene into Regular Session and take any
action necessary as a result of the Closed Session.
