Discussion regarding the proposed job description, ideal
candidate profile, and selection criteria matrix for the position
of Town Manager. (RKP)

Prosper Fire Control, Prevention and Emergency Medical
Services District and Town of Prosper Crime Control and
Prevention District, and all matters incident and related

Discussion regarding Short Term Rentals. (HW)
Ordinance Banning Short Term Rentals: 9/2/2020
If Code Compliance receives a complaint that a residence is being used
as a short term rental, i.e. Airbnb:
• Code Compliance Division will contact the owner of the property and send a
notice seeking compliance by discontinuing the illegal use.
• For properties regulated by HONs, Code Compliance will also send a notice to
the HOA for their assistance in abating this problem, as well.
Due to challenges enforcing, what evidence is sufficient if citation(s) is
issued? Recommendation from Town's Public Attorney:
• Need an affidavit from someone who rented the property or testimony from
someone with personal knowledge that a property was rented.

Other Options:
• For those that don't comply with Courtesy Notice, the most effective route would
be to prosecute the owners for any nuisance issues. (You can hold both a tenant
and property owner liable for a nuisance violation.)
o Parking, noise, trash, etc.
• For problem properties with mortgages, also sending notice to the mortgage
lender could show a violation to terms of their mortgage.
Since 9/20/2022: Total of 6 complaints all closed due to "No Evidence"
• (1) 2020; (1) 2021; (4) 2022. Last complaint 8/24/2022
