Call to Order/Roll Call This meeting was called to order at 6:01 p.m. Committee Members Present: Rodolfo Sierra, Chair Christine Strobush, Vice -Chair Josh Carson James Creedon Brent Kirby Grant Mendelian Maona Ngwira Trovette Tottress Committee Members Absent: Kimberly Loveland Kristin Meier Chris Wardlaw Councilmembers Present: Councilmember Amy Bartley Councilmember Jeff Hodges Councilmember Marcus Ray Minutes Community Engagement Committee Wednesday, August 3, 2022 Staff Members Present: Robyn Battle, Executive Director of Community Services Dan Baker, Parks and Recreation Director Trevor Helton, Recreation Supervisor Haley Alsabrook, Community Engagement Specialist 2. Approve Minutes from March 2, 2022 [Decide] Christine Strobush made a motion and Josh Carson seconded the motion to approve the minutes from May 4, 2022. The motion was approved. 3. New Resident Mixer Update — Trevor Helton, Recreation Supervisor (TH) [Discuss] Trevor Helton presented the current plans to the Committee. Prosper Parks and Recreation Department has been coordinating with Town departments to have at least one representative from each to connect with new residents. Directional Page 1 of 4 signage will be displayed to draw people to the Main Street side and greeters will be present. Additionally, Parks and Recreation has been working closely with Prosper Police Department to verify safety with event layout. The Committee proposed that Mayor Bristol offer some welcome remarks mid- way through the event around 7:00 p.m. The group agreed that the event should focus on Town services and non-profit organizations. While the event should not incorporate for -profit exhibitors, those organizations may donate promotional materials. Robyn will speak with Communications Manager Todd Rice on a proposed promotional video from the Community Engagement Committee. The Parks and Recreation Department will be present at the September 7 CEC meeting to facilitate further discussion with the group before the September 15 event. 4. Provide Feedback on Discover Downtown Series (boots on Broadway, Fun in the Sun) [Discuss] The primary feedback was the heat. Dan Baker explained that the heat was historically out of character and kept people away. Parks and Recreation has made changes that will take affect with next year's Discover Downtown Series events, including new dates. The Committee discussed opportunities for improving future events, such as focusing on improving one event or series before improving others, improving the inclusion of downtown businesses, potentially doing one big event instead of several smaller ones. The group agreed that each idea brought its own set of negative and positive impacts that would need to be considered. A key take away was the importance of finding ways to support the events and make improvements and learn from past events. 5. Discussion of Future Events [Inform/Discuss] This item was discussed with item six (6). 6. CEC Work Plan/Activity Schedule (CS) [Discuss/Decide] Christine Strobush reviewed the work plan and activity schedule that was presented at the June CEC meeting. The group discussed events to be added, including the August HOA Presidents Meeting (August 18), Town Hall meeting (August 18), Moonlight Movie (September 24), Celebrate Prosper (October 8), Pickleball Tournament (November 5), Veterans Day 5K (November 12), and Board and Commission Reception (December 8). Dan Baker announced that there is a change this year's Celebrate Prosper with the hot dog sponsorship and invited the CEC members to grill and help serve hot dogs with the Town Council. Brent Kirby proposed determining who can commit to attending the meetings and events instead of only writing the dates on the work plan/activity schedule. The group agreed that a future action item, in connection with updating the communications plan, should be dissecting the Town's social media. Christine Strobush will draft an updated work plan and activity schedule and Page 2 of 4 present at the September 7 CEC meeting. 7. Prosper Passport (BK) [Discuss] The initial Prosper Passport concept was in connection with the New Resident Mixer as a tactic to encourage new residents to get plugged in with the Town. Proposed activities included visiting the Prosper Police Department, applying for a library card, and connecting with a local nonprofit. The Committee proposed having two versions, (1) kids -focused and (2) adult - focused. Additionally, the passport should have multiple levels to account for residents not being able to complete every activity. The group agreed that the project needs to incorporate Prosper ISD, possibly in partnership, and be digitized via a mobile app. The Committee will finalize a concept and budget and present to Council. Additionally, the group needs to name the project leader(s). 8. New Resident Letter (RS) [Discuss/Decide] A digital proof of the New Resident Letter was presented to the group. The group agreed that it would be best not to incorporate member signatures due to limited space and the upkeep required for maintaining the signatures. The group proposed incorporating a QR code, linking the new residents to the Community Engagement Committee webpage. Robyn asked the Committee members to email edits by the following day (August 4). Additionally, a group will stay after the meeting to make minor edits. Haley Alsabrook will send the revised letter to the vendor for printing. 9. Communication Plan Expansion (RS) [Discuss] This item was deferred to the September 7, 2022 meeting. 10. CEC Member Event [Discuss] This item was deferred to the September 7, 2022 meeting. 11. CEC "Top 3" [Discuss/Decide] This month's CEC Top 3: a New Resident Mixer Paws on Broadway Prosper Veterans Day 5K and Fun Run 12.
