MINUTES Joint Temporary Board of the Crime Control and Prevention District and the Fire Control, Prevention, and Emergency Medical Services District Prosper Fire Station # 2 1140 S Teel Parkway Prosper, TX 75078 Monday, January 29, 2018 The meeting was called to order at 6:08 p.m. Board Members in Attendance: Jeff Hodges Irene Peterson Sarah Peterson Ken Seguin Curry Vogelsang, Jr. Board Members Absent: David Bristol Staff Members Present: Kelly Neal, Finance Director Chuck Springer, Executive Director of Administrative Services Stuart Blasingame, Fire Chief Doug Kowalski, Police Chief It was noted that Chris Kern has stepped down from the Temporary Board due to the Town's Charter, Section 5.02, (3) that states "any board or commission appointed by the Town Council shall announce candidacy or becomes a candidate for election to the Town Council, he or she shall immediately forfeit the board or commission position with the Town." 2. Approve Minutes from the January 22, 2018, Special Purpose District Temporary Board Meeting. Ken Seguin made a motion to approve the minutes and Jeff Hodges seconded the motion to approve the minutes from the January 22, 2018, Special Purpose District Temporary Board meeting. The motion was approved. 3. Conduct a Public Hearing, and consider and discuss the proposed Crime Control and Prevention District Budget Plan and Fire Control, Prevention, and Emergency Medical Services Budget Plan. Chairman Vogelsang opened the Public Hearing. Chris Kern, 570 Abbey Lane, Prosper, TX addressed the Temporary Board and enjoyed working on the Board and expressed his support. Mr. Kern expressed caution as to the results of the Board and the undertaking of the work in presenting the information to the citizens properly. With no other requests, Chairman Vogelsang closed the Public Hearing. Page 1 of 3 4. Consider and act upon the adoption of the Crime Control and Prevention District Budget Plan and Fire Control, Prevention, and Emergency Medical Services Budget Plan. Chairman Vogelsang noted both plans have incorporated the direction the Board requested to budget for 12.5 existing police officers and 12.5 existing firefighter/paramedics plus any additional dedicated sales tax funds to cover personnel costs without any reserves established. He clarified that we are moving the allotted sales tax collected in the General Fund to each of the Special Purpose Districts. The Temporary Board was informed of the discussions from Council's strategic planning session on the direction to move forward on architectural costs associated with the Public Safety Center. Council also discussed a way to fund a ladder truck for Fire in the capital projects schedule, as well as the personnel required. As a temporary solution, the Police Department will be reconfiguring the current Town Hall to accommodate a centralized location until Phase I is complete for the Public Safety Center. Staff will distribute to the Board the current capital projects schedule to help facilitate questions presented from citizens as to future capital projects within the Town. Discussion followed. Board member Ken Seguin recommended naming the Public Safety Center in honor of the first law officer to the Town of Prosper. Board member Irene Peterson clarified for the members the budget timeline effective October 1, 2018, and the budget plans for adoption today is for two years. Ms. Peterson requested that each District look at funding more items for Crime Control and Fire Prevention in the future. Board member Sarah Peterson requested dedicated sales tax exceeding budgeted revenue to fund future personnel through the police academy. Chief Kowalski addressed this request as to the current operations of the Police department due to fast growth to hire licensed and experienced officers. Jeff Hodges made a motion to adopt the Crime Control and Prevention District Budget Plan and Fire Control, Prevention, and Emergency Medical Services Budget Plan and Ken Seguin seconded the motion. The motion passed unanimously. 5. Consider and act upon the joint election order of the Temporary Board of Directors of the Town of Prosper Crime Control and Prevention District and the Temporary Board of Directors of the Town of Prosper Fire Control, Prevention, and Emergency Medical Services District, ordering a special election to be held on May 5, 2018. Staff informed the Temporary Board that legal and the Comptroller's office has reviewed the language on the ballot and have approved as such. This special election order will be presented to Council February 13 for their approval due to the ballot requesting the repeal of the half cent sales tax for property tax relief. It was noted the difference in state law on the two districts in establishing the Council as the Board. Discussion followed. Sarah Peterson made a motion to approve the joint election order for the Town of Prosper Crime Control and Prevention District and the Town of Prosper Fire Control, Prevention, and Emergency Medical Services District and Irene Peterson seconded the motion. The motion passed unanimously. 6. Review literature material prepared by Town staff to help educate citizens and answer questions about each district. Page 2 of 3 The Temporary Board reviewed the two flyers; one noted as a Voter Education Brochure and the other for Frequently Asked Questions. This literature is to inform the voters and is not intended to promote or encourage voters to vote for the propositions. The literature will be available at all Town facilities or used to present at Town Hall forums. Discussion followed. Items brought out of the discussion will be incorporated and send to Board members for their review. 7. Next scheduled meeting, if needed, February 5, 2018. It was noted to the Temporary Board that we will only hold a meeting if needed. 8. Adjournment. A motion was made by Jeff Hodges and seconded by Ken Seguin to adjourn.
