The meeting was called to order at 6:00 p.m.

2. Consider and act upon the draft minutes from August 11, 2022, Parks, and Recreation
Board meeting.
Motion approved by Reeves. Second by Bledsoe. Metcalf & Kern Abstained. Approved 5-0.

5. Receive staff updates:
Recreation Update:
There are two Discover Downtown events left. Paws on Broadway on September 10th from 1:00
- 4:00 p.m. Todd Rice, the Communications Manager was able to secure Spot, the robotic dog.
The Collin County Animal Shelter will also be onsite. Moonlight Movie on September 24th
showing Encanto. starting at 7:00 p.m. with the movie starting at 8:30 p.m. There will be movie
characters, popcorn, and Kona Ice.
Event date planning for 2023 will begin after the Moonlight Movie

Helton presented the new fall programs that will be offered for the season. ("Fall" starts at the
beginning of September). The classes include Women's self-defense, Tae Kwon Do, Minds in
Motion (After -school STEM), Chair Yoga, outdoor yoga (Boyer Park), AARP, DriverTECH, and
adult kickball.
Currently, The Town of Prosper only offers men's softball. There have been many requests for
an adult coed softball league in Prosper. Due to the current field usage, additional softball fields
are not available. The department is offering coed adult kickball would in lieu of softball for now
as there are fields available.
This Friday, there will be an Active Adult Ice Cream Social to introduce a new Friday Active
Adult Social Time.
Benson asked where the department gathers ideas for recreation programming from. Helton
stated that within the recreation department, they divide the programming into "groupings"
(Athletics, Gaming, Stem, etc.) that the department tries to reach. Benchmark studies have
been done to see what other cities are offering. Also, on the website, there is an area for
instructors to submit proposals for potential programming.
Benson stated that Whitley Place has a social committee that researches social trends,
demographics, & growth to decide what programming they will offer. Helton stated that a
satisfaction survey is sent out after programs that provide information about what the population
would like offered.
Park Development Update:
Windsong Ranch, Phase 8:
• Planting around the hike and bike trail along Teel Parkway is complete.
Windsong Ranch, Phase 9:
• The contractor started working on the trail along the creek. About 1000 feet of the 12'
trail has been poured.
Greens at Legacy:
• The contractor has installed irrigation and landscape around the hike and bike trail along
Prairie Drive.
Star Meadow Park:
The hike and bike trail and the playground edge have already been poured. The
contractor has poured the basketball court and installed the basketball goal. Now, they
are working on irrigation and planting trees.
Town Hall Honor Wall:
■ The concrete paver foundation has been poured. The contractor has installed pavers at
both wall locations and begun installing cast stone. The sidewalk and ramp have been
poured.
Tanner's Mill Park:
• Permanent irrigation is installed. The contractor has installed the trees and laid down
some sod on the ditch area at the north and west sides of the park site. The designated
areas have been hydro -seeded. The contractor is working on the subgrade for the
basketball court and the formation of the sidewalk around the playground.
* Pecan Grove Park:
• This project will be presented to Town Council on September 13 to be awarded.
There are 2.8 miles of H&B trail that have been developed in 2022

Park Operations Update:
The pigment program to add coloring to the grass to make it green in the off-season will start
next week. The priority is currently field maintenance. There has been maintenance on
concession stands and staff has been replacing plant material that was affected by the drought.
There were more mainline breaks this year than ever before with at least one full week of water
shutdown.
The Champion Tree Program is returning for Arbor Day. It will run from September 15 — October
15.
Metcalf complimented Matt and his team on the good upkeep of the grounds during the drought
Director's Update:
The Parks and Recreation Staff completed Active shooter training on August 18th through the
Police Department.
On August 24, Staff met with families of children with special needs to talk about further
incorporation of the group into existing programming and or adding additional programming.
The department is looking into the best option for recreation program supervision at the 407.
Possibly a room monitor, or cameras installed.
The department is amid an end -of -year budget cleanup.
Metcalf stated that the diocese of Dallas offers a rigorous safe environment program training
regarding safety in recreation programming. He asked what the Board could do to make sure
the department's needs were met for the upcoming budget season. Baker complimented Bob
Scott and the Town Council on their diligence, knowledge, and management of the budget. He
stated that the Town Council went with a conservative approach to budget while also meeting
the needs of the town.
Reeves complimented the department on meeting with the families of children with special
needs. He stated that he had spoken to park development previously about a park specifically
designed for children with special needs. He also complimented PISD on its Special Education
programming. Baker thanked Reeves and stated we were looking to work alongside the school
district.
Benson stated that the Darling Family owns Manegate, a Therapeutic Horsemanship Ranch,
and might be available to assist in additional programming.
Dan stated the department will be looking into additional funding and grants for programming.
