09.14.00 PEDC MinutesMinutes of Prosper Economic Development Corporation Meeting
September 14, 2000.
Jim Dunmire, Chairperson, called the meeting to order at 7:15 p.m.
Members present were Jim Dunmire, Jim Herblin, Erica Kruckenberg, and
Ane Casady. Also present, Glenn Gammons( Rep. Prosper Chamber of
Commerce), Judy Rucker, EDC Grant facilitator and Charles Cross.
Members absent: Janet Phillips.
The consent Items were approved. Minutes of August meeting were
deferred because of absence of Janet Phillips.
The Adoption of the Annual Budget was deferred until the October
meeting. Shirley Jackson, Judy Rucker and Jim Dunmire were directed to
meet and separate monies for the Section 4A and Section B Sales taxes
use for Economic Development.
Jim Herblin reported on a meeting with Mesa Design and ArchiTexas
(Robin McCaffey, Craig Melde, and John Allender) to discuss a proposal
for a design of a master plan for Prosper. He, Jim Dunmire and Mike
Perry showed this group the town on Saturday, September 9. He will
contact another group to do the same. Discussion followed on "What we
want our town to be".
Jim Dunmire gave a brief overview to the group on proposed plans for
development that have come before the City Council.
Judy Rucker, presented information and updates concerning:
The COPS Grant, Hillcrest Grant, Public/School Library, proposed town
sign for Prosper, aide in securing federal grants for private business and
handouts concerning a city's and EDC's authority to make grants and
loans taken from the _Attorney General's Handbook on Economic
Development Laws for Texas Cities.
Jim Herblin made the motion to terminate the contract of Charles
Cross with the Prosper Economic Development Corporation and all
his ties are to be severed with the town of Prosper. Erica
Kruchenberg seconded motion.
Discussion followed: There is no latitude for extended contract
with Charles Cross. Mr. Cross was not a city employee, by definition of
contract; he was a paid consultant. The PEDC severs all relationship
with him and his Economic Development Foundation of Texas, Inc. He is
not to continue presenting himself or any of his employees as employees
of the city. Mr. Cross was presented time to make his rebuttal.
