1) Call to order
2) Action on approval of consent items
a) Minutes & budgets approved (JP motioned, MC seconded — approved)
3) Report by Judy Rucker, Grant Researcher
a) COPS grant
i) We're proceeding with the application for grant funds to help fund the salaries
of up to 4 police officers.
ii) Grant announcement in April
iii) Grant close date 75 days later.
b) Library grant
i) Judy to present list of candidates for the Library Board of Directors at the next
City Council meeting
c) Environmental Educational Center
i) Judy is collecting letters of support — the EDC will write a letter (Maggy).
4) Discussion with Charles Cross, Economic Development Professional
a) Proposal #1
i) Hire him as the community development director
(1) 6 month period at $5,000 to do:
(a) Assemble a list of things which we will select priorities of
(b) Project manage the development of the brochure to represent the city
(c) Reserve the right to seek funding for additional work and services for
bimself/city/EDC
(d) Develop program to entice businesses to register their tax id with city
of Prosper.
(e) Will give direction to Judy Rucker.
(2) Prospecting
(a) Will work on an hourly basis to handle any businesses that might be
interested in coming within the city and/or entice businesses we want
within the city. Will work with the EDC to prioritize the businesses to
define how hard we/he goes after `em.
(3) Will work as a lightening rod for the chamber of commerce
(a) Will help to reenergize the COC and get folks involved, give direction,
etc.
Note — terminology is key: make sure that the quality of life compatible with ... .
Motion by MC to accept the services of Charles Cross for a 6 month consultant
project for $5000 retainer barring grave reservations of Jim Herblan and William
Rushing pending review and recommendation of the city attorney and approval by
the EDC chair. Charles will provide the contract outlining the minimum services
to be provided. Motion seconded by JP. Motion approved — unanimous.
Consultant fees are for personal services only, no materials.
5) Discussion on any pre6ous unfinished business
a) Prosper
i) The Festival 2000 celebration is off this year. Maggy has withdrawn from
chairing this activity. Maybe have a boonie bi-athelon and bike run and grow
from there.
ii) City Portfolio — invite Joe Rattan to make a presentation at the next EDC
meeting — invite the city council and chamber of commerce to see the
presentation.
iii) We need to ask for volunteers to be part of a Sports Advisory Board — make
recommendations for where new ball fields should be; what (ur needs are:
we're looking for a 7 member panel. Leslie Delaney, Donna Glover, Steve
Witt; Chuck Marshall; Natalie Hill; Ronnie Tucker were all brought up as
potential members. Jim is working to bring this group together.
