Conduct a public hearing and consider and act upon a request to rezone Planned Development-86 (PD-86)to Planned Development (PD),on 277.6±acres,to amend the single- family residential regulations,located on the north side of US 380,west of Custer Road .(Z22-0005).(DS) Proposed LayoutExisting PD-86 Z22-0005 Rutherford Creek Town of Prosper Town Council Meeting Who is LandPlan? •LandPlan is a real estate development company headquartered in Plano •Formed in 1998 by Jim Williams, Jr. and Bruce Smith •Began by developing affluent single- family residential projects in Frisco and Fairview •Expanded to retail and medical projects including hospitals in Frisco and Southlake Property History •LandPlan began to acquire and assemble properties in 2002 •Originally zoned in 2006 •Large portion of property was sold to 55 Prosper with downturn in economy in 2008 •In 2018, the zoning was broken into smaller PD’s to coincide with ownership Original PD-86 PD -86 consisted of two tracts Residential Tract •7K, 9K, 12K, and 15K lots •Maximum of 788 total single-family lots Mixed Use Tract •Office, retail, restaurant, and commercial uses •185 7K lots •250 TH units •300 MF units Original PD-86 •Ladera and SCI parcels were sold, rezoned, and are no longer part of PD-86 •Prosper Hollow and Davis Development parcels were sold, but are still included in PD-86 Current Boundary of Proposed PD Why are we rezoning? •We are rezoning to better accommodate our proposed single-family project •Additionally, the proposed zoning assigns existing multi- family and townhome entitlements to the Prosper Hollow and Davis Development parcels to match deed restrictions. Proposed Requirement: Opposed to constructing sidewalks along both sides of the spine road,a single,eight-foot-wide sidewalk (meandering where possible)may be constructed.All other sidewalks shall be located and constructed in accordance with Town standards.
