Town Manager to execute joint election contracts with Collin
County and Denton County Election Departments,and the

execute a Professional Services Agreement between D&S
Engineering Labs,LLC,(D&S),and the Town of Prosper,Texas,
related to construction materials testing for the Central Fire

Consider and act upon an ordinance amending Section
12.09.003 "Speed Limits on Specific Streets"of Chapter 12
"Traffic and Vehicles"of the Town's Code of Ordinances by
modifying the prima facie speed limits on certain streets.

Consider and act upon an ordinance for a Specific Use Permit
(SUP)for a Restaurant with Drive-Through Service in the Shops
at Prosper Trail,on 1.1±acres,located on the east side of
Preston Road,north of Prosper Trail .The property is zoned

Consider and act upon authorizing the Town Manager to
execute a Development Agreement between And Go
Concepts,LLC,and the Town of Prosper,Texas,related to the
Shops at Prosper Trail development.(AG)
Agenda Item 9.
Consider and act upon an ordinance to update the
Implementation Plan in the Comprehensive Plan to include
Sub-Objective 1.3.1 and add Appendix,Exhibit One,which
contains the Dallas North Tollway (DNT)Design Guidelines.

Consider and act upon whether to direct staff to submit a
written notice of appeal on behalf of the Town Council to the
Development Services Department,pursuant to Chapter 4,
Section 1.5(C)(7)and 1.6(B)(7)of the Town’s Zoning
Ordinance,regarding action taken by the Planning &Zoning
Commission on any Site Plan or Preliminary Site Plan,
including Swig in Windsong Ranch Marketplace.(AG)

Pursuant to Section 551.007 of the Texas Government Code,
individuals wishing to address the Council for items listed as
public hearings will be recognized when the public hearing is
opened.For individuals wishing to speak on a non-public
hearing item,they may either address the Council during the
Citizen Comments portion of the meeting or when the item is
considered by the Town Council.

Discuss the Town Logo and Rebranding project. (RB)
CEC Recommendations:
•Allocate Town resources for a modernized, updated Town logo
•Establish branding and design standards for the consistent use
of the logo
•Update digital assets first
•Create a plan to rebrand the Town’s hard assets over the next
2-3 fiscal years

•46% of respondents were Contractors/Trades.
•Residential Builder, Engineer, Citizen/Business Owner,
Commercial Builder, and Developer comprise 8% to
9% respectively.
•Most frequent development related interaction:
Residential (47%), Commercial (39%),
Engineering/Civil (28%), Inspection (26%), and Site
Plan (22%).
Key Findings -Overall
•Overall response was highly positive. •Agreement rates greater than 75% on all but six statements. •Only one statement has greater than 35% disagreement.
•More strengths were identified than improvement opportunities.
•84% of respondents indicated positive experience with transition to digital application process.
•15% of statements received higher disagreement rates greater than 10% from 2017.

•Respondent categories and application types were
similar to 2017 survey.
•2017 survey did not cross-tab results to identify trends
by respondent categories.
•Business Owners/Citizens tend to be more negative
than other groups.
•Developers response rates were generally twice as
negative as others.

•Building Inspections responses were similar to
previous feedback, noting a few improvements.
•Engineering responses were slightly lower overall with
some individual improvements noted.
•Fire Department feedback was generally the same,
with similar challenges identified.

decrease in meeting targets due to higher workload
volumes.
