Town of Prosper Strategic Planning Dashboard Demonstration. (RB) Strategic Planning Update Prosper Community Vision: Prosper is a community committed to excellence. It is a high-quality, family-oriented community maintaining a visually aesthetic open feel with job-producing, economically sustainable commercial development directed to the Town’s major transportation corridors, all while maintaining strong fiscal responsibility, and meeting the infrastructure needs of the Town. Consider and act upon the Minutes from the September 14, 2021, Town Council Meeting. (MLS) Agenda Item 8. Consider and act upon awarding CSP No. 2021-62-B to SRH Landscapes LLC, related to construction services for the Coleman Street Median Landscaping (Talon- Victory) project; and authorizing the Town Manager to execute a construction agreement for same. (HW) Agenda Item 9. Consider and act upon approving Change Order Number 04 for Bid 2020-75-B to Mario Sinacola & Sons Excavating, Inc., related to construction services for the Prosper Trail –Coit Rd to Custer Rd 2-Lanes (CIP No. 2008-ST) project; and authorizing the Town Manager to execute Change Order Number 04 for same. Consider and act upon approving the purchase of one (1) skid steer loader from Holt Cat; and one (1) articulating telescopic aerial bucket truck from Altec Industries, Inc., through the Sourcewell Purchasing Cooperative. (FJ) Agenda Item 11. Consider and act upon approving the purchase of computer hardware, from CDWG, Inc., through the Sourcewell Purchasing Contract. (LJ) Agenda Item 12. Consider and act upon approving an Enterprise License Agreement (ELA) for term license software between Environmental Systems Research Institute, Inc. “ESRI”, and the Town of Prosper, Texas; and authorizing the Town Manager to execute an agreement for the same. Consider and act upon approving a Facility Management Services Agreement between TDIndustries, Inc., and the Town of Prosper Texas, through the National Cooperative Purchasing Alliance (NCPA); and authorizing the Town Manager to execute the same. Consider and act upon approving Amendment Fifteen to the Interlocal Agreement between Collin County and the Town of Prosper for Animal Sheltering Services and Animal Control Services; and authorizing the Town Manager to execute the same. Consider and act upon whether to direct staff to submit a written notice of appeal on behalf of the Town Council to the Development Services Department, pursuant to Chapter 4, Section 1.5(C)(7) and 1.6(B)(7) of the Town’s Zoning Ordinance, regarding action taken by the Planning & Zoning Commission on any Site Plan or Preliminary Site Plan, including Alders Senior Living, Broadway Retail, Calloway’s Nursery, Encompass Health, and Victory at Frontier. Conduct a public hearing and consider and act upon a request to amend the Future Land Use Plan from Old Town Single Family to Old Town Office, generally located on the southeast corner of Coleman Street and Seventh Street. (This is a companion case to Z21-0005.) (CA21-0002). (AG) Agenda Item 17. Conduct a public hearing and consider and act upon a request to rezone 0.7±acres from Single Family-15 (SF- 15) to Planned Development-Downtown Office (PD- DTO), to allow for the conversion of the existing structure into an office, located on the southeast corner of Coleman Street and Seventh Street. Conduct a public hearing and consider and act upon a request to rezone 163.2±acres, from Planned Development-90 (PD-90) to Planned Development (PD), to facilitate the development of a single-family residential subdivision with private social club, located on the north side of First Street, east of Coit Road. (Z20- 0021). (AG) Agenda Item 19. Discussion regarding fire protection services for Denton County Fresh Water District 10 for the Artesia Subdivision. (SB) CURRENT ARTESIA FIRE PROTECTION SERVICES •Serviced by Aubrey Fire Department since Artesia opened. •Number of Homes as of August 2021: 1,659 •Number of Homes when complete, est. March 2022: 1,682 •Estimated Population -March 2022: 5,214 •Cost for Fire Protection as of August 2021: $13.96 per residential meter •Annual Cost Recovery of Fire Protection Fees at 1,682 meters: $281,768.64 •Annual Number of Fire/EMS Calls in Artesia (August 2020 to July 2021): 184 PROPOSED ARTESIA FIRE PROTECTION SERVICES •Fire Service by Prosper Fire Rescue. •Artesia is 0.7 miles from Prosper Fire Station No. 2. •Must go to the Artesia voters for approval. •Cost for Fire Protection if approved: $15.00 per residential meter for first 18 months. •After 18 months, annual increases would be expected. •Currently providing mutual aid on a routine basis with zero in cost recovery. Exception is if Prosper Fire Rescue transports a medical patient and if billing for transport is collected. ANNUAL COST RECOVERY OF FIRE PROTECTION SERVICES •Based on 1,682 meters at $15 per meter: $302,760.00. •6 Building Apartment Complex coming soon: 6 buildings, 290 units plus clubhouse. Additional revenue anticipated at $52,380. •Prosper Fire Rescue would enter into an ILA with Denton County. Additional funding would be provided based on call type. •Fire calls -$650.00 •EMS Calls -$250.00 •Estimated at $50,000 -$75,000. (conservative estimate) Agenda Item 20.
