Consent Agenda Items placed on the Consent Agenda are considered routine in nature and non-controversial. The Consent Agenda can be acted upon in one motion. Items may be removed from the Consent Agenda by the request of Council Members or staff. Agenda Item 1. Consider and act upon the minutes of the May 25, 2021, Town Council Meeting. (ML) Agenda Item 2. Receive the April Financial Report. (BP) Agenda Item 3. Consider and act upon a resolution authorizing the Town Manager to execute an application to the Collin County Parks & Open Space Project Funding Assistance Program for the construction of Pecan Grove Park Improvements. (DR) Agenda Item 4. Consider and act upon awarding CSP No. 2021-44-B to V&A Landscape and Lawn for Installation of Plants and Related Materials; and authorizing the Town Manager to execute documents for the same. (DR) Agenda Item 5. Consider and act upon approving an Amendment to the Facility Management Services Agreement between TDIndustries, Inc., and the Town of Prosper Texas, through the National Cooperative Purchasing Alliance (NCPA); and authorizing the Town Manager to execute the same. (CS) Agenda Item 6. Conduct a Public Hearing, and consider and act upon a request to amend the Future Land Use Plan from Medium Density Residential to Retail & Neighborhood Services, generally located on the northwest corner of Legacy Drive and Prosper Road. This is a companion case to Z20-0013. (CA20-0003). (AG) Agenda Item 7. Conduct a Public Hearing, and consider and act upon a request to rezone 5.5±acres, from Agriculture (A) to Planned Development-Retail (PD-R), for Legacy Storage, located on the west side of Legacy Drive, north of Prosper Road. This is a companion case to CA20-0003. (Z20-0013). (AG) Agenda Item 8. Consider and act upon an ordinance rezoning Planned Development-86 (PD-86) to Planned Development- Multifamily (PD-MF), on 63.3±acres, to allow for an age-restricted single family detached, condominium development, located on the west side of Custer Road, south of First Street. (Z20-0027). (AG) Agenda Item 9. Consider and act upon authorizing the Town Manager to execute a Development Agreement between PR Ladera LLC, and the Town of Prosper, Texas, related to the Brookhollow Ladera development. (AG) Agenda Item 10. Consider and act upon whether to direct staff to submit a written notice of appeal on behalf of the Town Council to the Development Services Department, pursuant to Chapter 4, Section 1.5(C)(7) and 1.6(B)(7) of the Town’s Zoning Ordinance, regarding action taken by the Planning & Zoning Commission on any Site Plan or Preliminary Site Plan, including Encompass Health, Prosper Center Office, and 805 E. (BP) Notice of Intent •Certificate of Obligation Sale ($10,000,000 approved in CIP; reduced to $7,325,000) •Notice of Intent for sale up to $7,450,000 including issuance costs (underwriting, legal, financial advisory) •Frontier Pkwy and Fishtrap Rd reduced to $6,825,000 due to reduced costs and applied savings from closed projects. •No Drainage issuance as originally planned.
