Consent Agenda Items placed on the Consent Agenda are considered routine in nature and non-controversial. The Consent Agenda can be acted upon in one motion. Receive the May Financial Report (KN) Agenda Item 7c. Consider and act upon an ordinance amending Ordinance No. 18-71 (FY 2018-2019 Budget). (KN) Agenda Item 7d. Consider and act upon approving the purchase of one fire pumper truck with a pre-pay discount option, from Siddons-Martin Emergency Group, through the Texas Local Government Purchasing Cooperative; and authorizing the Town Manager to execute the proposal for the same. Consider and act upon an ordinance amending Section 12.09.004 "School Traffic Zones" of Chapter 12 "Traffic and Vehicles" of the Town's Code of Ordinances by modifying the limits and hours of operation of such zones. Consider and act upon authorizing the Town Manager to execute an Interlocal Agreement between the Denton County Fresh Water Supply District No. 10, and the Town of Prosper, Texas, related to the shared use of the Town’s sanitary sewer metering station facilities. (HW) Agenda Item 7g. Consider and act upon an ordinance abandoning a segment of Harper Road right-of-way, located on the north side of Fishtrap Road, east of Teel Parkway. (AG) Agenda Item 7h. Consider and act upon whether to direct staff to submit a written notice of appeal on behalf of the Town Council to the Development Services Department, pursuant to Chapter 4, Section 1.5(C)(7) and 1.6(B)(7) of the Town’s Zoning Ordinance, regarding action taken by the Planning & Zoning Commission on any Site Plan or Preliminary Site Plan. Conduct a Public Hearing, and consider and act upon a request to rezone a portion of Planned Development- 43 (PD-43) and a portion of Planned Development-65 (PD-65), to Planned Development-C (PD-C), to allow for an Automobile Sales, Service, and Leasing facility (Ford), on 17.1±acres, located on the north side of US 380, west of Mahard Parkway. Consider and act upon awarding Bid No. 2019-59-B to Roadway Solutions, Inc. related to construction services for the Traffic Signal Installation at Coit Road and E. First Street Project; and authorizing the Town Manager to execute a construction agreement for the same. (PA) Agenda Item 11. Consider and act upon authorizing the Town Manager to execute a Professional Services Agreement between Halff Associates, Inc., and the Town of Prosper, Texas, related to the Hike and Bike Trail Master Plan. (DR) The Hike and Bike Trail Master Plan will serve the Town the following functions: Evaluate trails and how they will connect to key destinations. Identify regional trail opportunities to adjacent cities. Provide the development community guidelines and standards. Identify trail heads,trail crossings,and other trail types, amenities. Allow the community participation and feedback. Halff Associates will be preparing the Master Plan.Halff Associates has great regional recognition for its Hike and Bike Trail Master Plans.Such notable communities include Collin County,Allen,Frisco,Garland, The Colony,McKinney and Plano.
