“a place where everyone matters”
Current tree mitigation requirements are lacking in
comparison to nearby cities.
In addition, there is a lack of any positive credit
towards protecting existing trees on site.
Propose update to tree mitigation standards to
simplify requirements and better protect desirable
trees.
Will also provide incentive to protect existing trees.
Addresses additional protection to trees during
construction.
Update tailored to assist Town’s goal of a higher
Scenic City Certification

Agenda Item 10.
Conduct a Public Hearing and consider and act upon
an ordinance amending Chapter 3,of the Zoning
Ordinance regarding Commercial Antennas and
Wireless Communication Facilities.(Z17-0023).
(JW)
“a place where everyone matters”
•Update term –“Wireless Communications and
Support Structure”
•Zoning Ordinance currently limits SUP
application for “cell towers”in four non-
residential districts
•Desire to allow P&Z and Council to consider
applications in all Zoning Districts
•Not permitted by-right –consider merits on
case-by-case basis through the SUP process
•Conditions such as height,setbacks,and
screening established by the SUP
•Allow temporary facilities in the same manner
•Recognize need to accommodate certain
temporary facilities required for special events,
emergency situations or equipment failure
without going through SUP process
Town of Prosper
Agenda Item 11.
Discussion on proposed amendments to the Sign
Code.(MD17-0009)(JW)
“a place where everyone matters”
•The 2015 Supreme Court case significantly
changed how cities and towns can regulate
signs, particularly the content of a sign.
•If you have to read the content of the sign to
determine the applicable regulations,it’s not in
keeping with the Court’s decision.
•In response to recent increase in commercial
development and variances –address size/height
of wall signs.
Wall Signs currently limited to 3 feet –5 feet
in height
Proposal:
Height of Building Max Height of
Wall Sign
< 20 feet 4 feet
20 –30 feet 6 feet
30+-50 feet 8 feet
