Discussion on proposed amendments to the Zoning Ordinance regarding accessory structures and guest houses.(JW) “a place where everyone matters” Guest Houses Recommended New/Amended Standards •Exterior building materials and roof pitch shall meet the stds.of the primary dwelling •Max.total area of detached guest house shall not exceed 50%of the dwelling area of the primary dwelling up to 2,000 sq.ft. •Confirm that all structures cannot exceed max.lot coverage Detached Accessory Structures Current Standards •If greater than 160 sq.ft.,the exterior material can be vinyl, fiber board or metal,max.14 feet high and only meet three (3) of the six (6)conditions: •Min.3-foot high wainscoting; •Divided light windows on two (2)sides •Min.4:12 roof pitch •Cupola •One,1”caliper tree every 20 feet along longest side of the building •20’side yard setback Detached Accessory Structures Issues •Only limit on the number and size is lot coverage and setbacks –can be larger than main structure •Two-story accessory structure permitted on same lot with one-story residence •Exterior Construction Detached Accessory Structures Proposed Standards/Approval Process •The max. height of a detached accessory structure shall not exceed twenty (20) feet; however, in no instance shall the height of the accessory structure exceed the height of the primary dwelling. •Detached accessory structures in excess of 1,500 square feet shall require approval of a Specific Use Permit. Final design and plan review and update as well as bidding and construction services will be performed under a future contract amendment prior to bidding for construction. Project includes: •Four lane divided roadway to allow for future ultimate 6 lane divided roadway •Roadway will be concrete curb and gutter •Storm sewer system including curb inlets, underground piping, culverts, and headwalls •Box culvert at creek crossing north of Greens Point Drive •Right turns lanes at all side streets and intersections •Traffic signal at the intersection of First and Coit •Six foot sidewalk and ADA compliant ramps at all existing developments that currently do not have existing compliant sidewalks •Hike & Bike Trail per the Master Plan to connect Estates at Greenspoint to the Enclave at Whispering Farms •Landscape & irrigation design for median •Street light conduit and bases in median Town of Prosper Agenda Item 8. Objective 6.16: Monitor regional rail initiatives for changes or updates to the Frisco Commuter Rail Line, particularly how such changes impact Prosper. Passenger Rail: Although not desired at this time, the 2012 Plan addresses the possibility of passenger rail in the future but leaves the decision of whether or not passenger rail is appropriate in Prosper to future community leaders A potential station location within Prosper is the BNSF Railroad at First Street within the Old Town district.
