The Texas Commission on Environmental Quality(TCEQ) is proposing to amend and renew the TPDES general permitBACKGROUND:for phase II (small) municipal separate storm sewer systems (MS4s),TXR040000. This general permit was first issued and effective onAugust 13, 2007, and authorizes discharges from small MS4s intoggsurface water in the state. The general permit specifies which smallMS4s must obtain permit coverage, which are eligible for waivers,and which must obtain individualpermit coverage. Thepermit alsopgpspecifies that where discharges will reach waters of the U.S., astormwater management program (SWMP) must be developed andimplemented,and includes the minimum requirements for thep,qSWMP.
