Aug.2013 -The Texas Commission on Environmental Quality
(TCEQ)is proposing to amend and renew the TPDES general permit
for phase II (small)municipal separate storm sewer systems (MS4s),
TXR040000.This general permit was first issued and effective on
August 13,2007,and authorizes discharges from small MS4s into
surface water in the state.The general permit specifies which small
MS4s must obtain permit coverage,which are eligible for waivers,
and which must obtain individual permit coverage.The permit also
specifies that where discharges will reach waters of the U.S.,a
stormwater management program (SWMP)must be developed and
implemented,and includes the minimum requirements for the
SWMP.
