•October 2008 --Project put on hold
Current Overview
•2013 --Economic outlook good
•Current wastewater flows being treated at
Riverbend Plant --pending Doe Branch Plant
•March 2013 --restarted Plant design
•Board of Directors:
–Selected “Construction Manager at Risk” alternative
for construction
–Determined CMAR to be best value for the Project
•Completion of Plant expected late 2015
Project Costs
•Design still in process --cost estimates will
change
•Value engineering is underway with CMAR
•Evaluating alternative Project components /
modification to treatment process
•The early cost estimate: Ranges from $30 to $33
million
–Includes costs for construction, engineering, project
management, property acquisition & regulatory and
permitting costs
Preparations for Construction
•Finalize design and scope of Project
•By January 2014 --negotiate a “not-to-exceed-
price” with CMAR
–To cover cost of construction for Plant
–Coordinate with Participants in the Project
•Submit agreement for not-to-exceed-price to
Board of Directors for approval
•Prepare for Bond sale / other financial
arrangements
•Start construction
Project Financing
•District expects to issue bonds by January:
Prosper & Celina
•Up-front cost participation: Mustang & FWSD
•Regarding bonds: Participants to indicate
preference for interest costs during construction
–Pay as you go, or
–Issue bonds to capitalize interest?
•Will be coordinating with all Participants to
finalize Project financing
