06.22.16 Charter Commission Minutes2. 3. ISPE MINUTES Charter Review Commission OWN OF Prosper Municipal Chambers 108 W. Broadway Prosper, TX 75078 Wednesday, June 22, 2016 Prosper is a place where everyone matters. Call to Order/Roll Call. The meeting was called to order at 6:08 p.m. Commission Members in Attendance: Kenneth Dugger Roger Thedford Bill Beavers Tom Aiken Teague Griffin Robert Griffis Charles Cotten Cameron Reeves Commission Members Absent: J.D. Sanders Mike Goddard Mike Korbuly (Alternate) Staff Members Present: Robyn Battle, Town Secretary/Public Information Officer Terry Welch, Town Attorney Presentation by the Town Attorney on the Charter review procedures. Terry Welch provided a handout to the Commission with information about charters in Texas, the charter review process, and sample charters from nearby municipalities. The Commission is an ad hoc committee appointed by the Town Council that consists of ten members and one alternate. Six members of the Commission shall constitute a quorum. Mr. Welch gave a brief overview of the Open Meetings Act and the Public Information Act. Discussion on meeting schedule, timeline, and work plan for the Charter Review Commission. The Commission will review the Prosper Town Charter in its entirety, and make recommendations to the Town Council on proposed amendments. Recommendations for amendments from the Town Council, Town staff, and the Town Attorney will be taken into consideration. There are some provisions in the Charter that will need to be amended in order to address inconsistencies with state law. The Commission will complete its review and submit recommendations to the Town Council by the end of 2016. The Town Council may call an election to vote on the proposed amendments, which would be held on May 6, 2017. Page 1 of 2 The Town Secretary will serve as staff support for the review process by coordinating meetings, distributing correspondence, taking minutes, and compiling the Commission's recommendations throughout the review process. The Town Attorney will provide legal counsel during the review process, address any inconsistencies with state law, and draft language for recommended changes to the Charter. The Commission agreed to meet on the second and fourth Wednesdays of each month at 6:00 p.m. in Prosper Municipal Chambers. Meetings should generally last no more than two hours. The Commission was asked to read Articles 1-4 of the Town Charter in preparation for the next meeting, which will be held on July 13, 2016. 4. Adjourn.
