The meeting was called to order by Gina Kern, Vice -Chair at 6:00 pm.

2. Introduction of new Parks and Recreation Board member Bob Benson.
3. Consider and act upon approval of the Draft Minutes from March 10, 2022, Regular
meeting of the Parks and Recreation Board
Matt Furay asked to suspend this action based on the lack of attendance of members who were
present for the March meeting.
4. Comments by the Public

All comments made by the public requested reconsideration in the naming of Raymond
Community Park formally known as Sexton Property. If a name change was not possible, it was
asked that the Sexton family be recognized within the park.
5. Discuss naming of Windsong Neighborhood Park Number 3.
Naughton stated that Windsong Ranch has two existing neighborhood parks. The Parks and
Recreation Board agreed that they would like to have a better understanding of the history of

the area and or reach out to the Historical Society prior to suggesting a name. Kern
complimented Naughton on his park naming procedures in the past.
6. Discuss Park Tour.
Baker asked if the Parks and Recreation Board would be interested in a Parks tour in lieu of or
in conjunction with the May Parks and Recreation Board Meeting. Baker stated a follow-up e-
mail would be sent out with suggested times and dates.
7. Consider and Act upon approving the proposed Parks and Recreation Department's
Mission and Vision Statements for use in the CAPRA accreditation report.
Vision Statement: It is the vision of the Prosper Parks and Recreation Department to create a
happy, vibrant, active, healthy and engaged community where residents of all ages can live,
learn, work and play.
Mission Statement: The Town of Prosper Parks and Recreation Department strives to provide
active and passive recreational opportunities for all citizens of Prosper in an accessible and safe
environment while promoting the preservation of the Town's natural resources.
Motion to approve by Bledsoe. Second by Benson. Approved 5-0
8. Consider and Act upon an update to the 2015 Parks, Recreation, and Open Space
Master Plan.
Motion to approve by Furay. Second by Bledsoe. Approved 5-0
For the Parks and Recreation Department to be considered for grants, the organizations require
Master Plans to have minor updates every 5 years and major updates every 10 years. The
updates will include the amenities sheet, the hike and bike trail, and the service area map. A
new Master Plan is slated for the next fiscal year. This will go to Town Council for them to adopt
the resolution.
9. Receive staff updates:
a. Recreation Update: (Trevor Helton)
Helton stated that the Active Adult Mayor's Coffee (The last event for Mayor Ray Smith),
was Thursday, April 14 from 9:00 am — to 11:00 am at Fire Station number 2. There were
over 50 participants. Helton thanked Mayor Ray Smith and Fire Station Number 2. Byron
Cain from Heritage Tour spoke to the participants of this event about the senior bus trip to
Mineral Wells on Wednesday, May 11, 2022. Registrations for the bus trip are open until
May 4. This will be the first bus trip for the town.
April 23, 2022, will be the first Discover Downtown Series. Discover Downtown Series:
Moonlight Movie, Encanto, will take place in the town hall parking lot. The event will start at
7:00 pm with the movie starting at 8:30 pm. Complimentary Popcorn and shaved ice will
be available. Yard games and entertainment will be available for participants. Helton
reminded the Parks and Recreation Board that there are volunteer opportunities.
A Summer Camp registration postcard was mailed out to Prosper residents. Registration
opened on April 4, 2022, and over 250 registrations have been received. Registration will
run through the beginning of June or until the class is full. The summer camp programs

start the first week of June and run through August.
There was a total of 552 registrations for Winter and Spring programming compared to
323 in 2021.
There is currently a vacant Recreation Specialist position. Town Council approved an
additional full-time Recreation Specialist to assist specifically with Special Events.
b. Park Development Update: (Paul Naughton)
Naughton gave a recap of the Hays Park Ribbon -Cutting Ceremony. The park includes a
pavilion, playground, and butterfly garden.
Hike and Bike trails and landscaping are a continuous project throughout the town.
Naughton stated that next month, construction will start on the Town Hall Honor Wall.
Tanner's Mill Park is out for bid which includes a basketball court, a large playground area,
a pavilion, backstops, landscape, and irrigation. The property has existing trails. Pecan
Grove will be bid out the next month and construction has begun on Star Meadow Park.
c. Park Operations Update: (Matt Furr)
The Parks Operations division has been running a test program of painting fields at
Frontier Park since the fall. The fields are completely green and the grass is growing. Furr
stated that they are almost full staffed with only one position vacant.
The Welcome Monument sign landscaping was finished. The final walkthrough will be next
week.
Spring cleanup from the storms has been continuous.
d. Director's Update
Baker thanked Matt Cely for his role on the Parks and Recreation Board.
The property formerly known as "Sexton" will be named Raymond Community Park. Baker
stated that as planning progresses, there will be an opportunity to honor the Sexton family
within the park.
At this time, the department does not see a need for the Parks and Recreation Board
members to sit in on other organizations' meetings.
