10.14.1975 Town Council Minutes166 A group of 33 citizens were present at this meeting to discuss and request of the Council that an ordinance be pi drawn up and passed by the Council establishing a curfew. Wanda Jones led the discussion for the group and others spoke in favor of such action because of recent incidents having occured in the City. .After a lengthy djuxaa discussion, a motion wAs made by Vera Clary and seconded by R. The Mayor opened discussion on zoning - after expressions by members of the council a motion was made by Grady Smotherman, seconded by Danny ebb that the Council do what is legally necess ry to have Mr. Lackey remove the wrail.or from his lot within a period of 10 days* this trailor having been moved in without compliance of the Council ruling May 13, 1975). Motion carried. The Mayor also discussed with Mr Lackey the problems of his having laid gas, sewer and water lines in a single soft ditch from the point of connection. The City Engineer was asked to state the number of feet required between the water and sewer taps - his answer was that he thought 9 feet. The Mayor explained the dangers of gas leakage and contamination of water =d under shcy conditions and suggested that corrections be made. Mr. Lackey said that the City was at fault -by not having made the connections the correct disrance apart - Checks on this to be made. There being no further business, motion made by R. L. Bri ge& City Secretary Oct. 149 1975 The Prosper City Council met in regular session October 14th, 1975 at 8:00 pm in the city office with the following members: Morris Jackson, R. L. Dalton Sr, Danny Webb and Grady Smotherman. Others present were M. P. Bridges, secretary, V. C. Spradley, city marshall, Jaunice Stanton, reporter, Dpyce Stanton, J. M. Jackson and J. T. Johnson Jrm .00Morris - Mayor Pro-tem opened the meeting and called for reading of the minutes of the previous meeting. Motion made by Grady Smotherman, seconded by Danny Webb that the minutes be approved as read. Motion carried. The financial report was given by the secretary and outstanding bills presented for payment. Motion made by R. L. Dalton, seconded by Danny Webb to accept the report and that outstanding bills be paid. Motion carried. The secre�a y explained stenograph work done by Wanda Jones at the Public Hearing meeting October 9thl Her report consisted of 14 pages transcribed. Motion made by R. L. Dalton, seconded by Grady Smotherman to pay Mrs. Jones $20.00 for this work. Motion carried. An additional sewer connection at an old house on So. 5th street was discussed. The dgaision ., was that further checking should be done to determine what charges - if any should be made. The problem relating to the city patrol car was discussed. Motion made by R. L. Dalton, seconded by Danny Webb to table action on this matter. Motion carried by vote of 2 to 1. 167 Reference was made to previous action taken by the Council relative to the "third trailor" having been moved in by Fred Lackey and located on his lot on First street. After some discussion, a motion was made by A. L. Dalton, seconded by Grady Smotherman that the city attorney be contacted and asked to start proceedings to have Mr. Lackey remove the trailor. Motion carried. Danny Webb was authorized to contact the attorney and make known the action taken by the council. The secretary was to compile a report on revenue and expenses for the City covering a period of time - approximately one-year. It was suggested that the starting date for this report be Feb. 1 because this is the date of the VkX fiscal year. There being no further business, mothon made by Danny Webb, seconded by R. L. Dalton that the meeting adjourn. Motion carried and meeting adjourned. Mattis P. Bridges City 0ecretary The Prosper City Council met in regular session November llth at 7:00 pm in the city office with the following members present: Mayor, Roy Skelton, councilmen Morris -Jackson, Vera Clary, Grady Smotherman and R. L. Dalton Sr. Also present were M. P. Bridges, secretary, Cecil Norris, director of public works and Jaunice Stanton, reporter. Prior to the opening of the meeting council members discussed the recently resurfacing of second and third streets. It was the opinion of those present that the surplus dirt on the edges of the streets not be removed until there is rain to settle it. The Mayor then opened the meeting and called for the reading of the minutes of the previous meeting. Motion made by Morris Jackson, seconded by R. L. Dalton that the minutes be approved as read. Motion carried. The Mayor called for the financial report. The secretary gave the usual report of finances as of the end of the preceeding month and presented outstanding bills for payment. Motion made by R. L. Dalton, seconded by Morris Jackson that the report be approved and bills paid. Motion carried. At the suggestion of the Mayor, in the future, checks shall be written to pay bills and a member of the council called to co-sign the checks. And the secretary shall prepare a list of all bills paid for the review of the council members. Additional storage equipment for the city office was discussed. Announcement was made of the forth coming meeting of the Collin County Mayors Asso. meeting. Also a meeting called by the Texas Water Quality Board for Dec. 19th to be held in Denton at the Civic Center. The Mayor asked Cecil Norris to attend this meeting. There wAs discussion as to how to use the Revenue Sharing -Funds carried forward from previous entitlement periods. The May had asked the secretary to get information regarding this. Report was made that contacts had been made in the Dallas Office of Federal Information and North Central Texas Council of Governments. The Name of Mr. Fred Williams in Washington D. C., in the Office of Revenue Sharing and who is in charge of Texas accounts was given for possible tehephone contact. The secretary asked for permission to place a call to Mr. Williams which was granted. Mayor Skelton stated that he would also like to talk with him.
