09.09.1975 Town Council MinutesThe Prosper City Council met in regular session Sept 9th, 1975 at 8:00 pm in the Water Works Building with all members present. Roy Skelton Mator, Councilmen, Vera Clary, Morris Jackson, R. L. Dalton Sr, Grady mnotherman and Danny Zda The Mayor opened the meeting and called for the reading of -the minutes by the City Secretary, M. P. Bridges - the minutes included meetings of July 8th and Aug 12th. Motion was made by Danny 4bb, seconded by Morris Jackson to approve the minutes as; reed. Motion carried. p The Secretary gave the financial report and presented outstanding bills for payment. Motion made by Grady Smotherman, seconded by.Danny Webb to accept the report and pay outstanding bills including Western Data Services for printing the Tax rola--this bill not recieved as of this date, but the Tax Roll had been received. Russell Betts, City Engineer spoke to the Council regarding the schedule of work on the proposed Sewage Treatment Plant project and asked that the council set a date for the Public Hearing to discuss the "potential environmental impacts of the Project and alternatives to itl Motion made by Vera Clary, seconded by Morris Jackson that such a hearing be called for October 9th, 1975. Motion carried. Notice of such meeting to be published in a news paper. Mr. Betts then asked the Council to pass a resolution to re -adjust the work schedule of the Proposed Sewage Treatment Plant Project - 1/1 Analysis and Facility Plan pertaining to the Federal Grant for the Plant. A motion was made by'Vera Clary, seconded by Grady Smothermau that the council pass such a mwbivv resolution - motion carried. (A copy ­of the resolution is on file in the City Office in the E. P. A Project folder - WPC -Tex 1178) Charles Bean, representing the Lone Star Gas Company presented the members of the Council with documentary material explaining the underlaying reasons for a request for a rate increase of 140 per MCF. After discussion by members of the council, a motion was made by Vera Clary, seconded by Grady Smotherman to approve the request for the rate increase. Motion carried. The Mayor discussed with the council a Solid Waste Study being done in Denton and Collin Counties as a part of the work of the Small Cities Association for the purpose of data collection and updating the NCTCG regional solid waste study. It had been proposed to fund an intern from the Public Administration Program of N. Texas State University.'The support of this intern to be approximately $500 per month for a 5-month period - 9-1-75 to 1-31 1976. Prosper' a pro-rata share was set at $66.00. - A motion was made by Danny Webb " seconded by Grady Smotherman, that Prosper cooperate in this program and pay its share. Motion carried by vote of 4 to 1. (Correspondence regarding this program may be found in file of the Small Cities Association) The City Marshall, V. C. Spradley gave a partial report on his work for the past several months and informed the council of the opportunity to purchase Radio Communication Equipment t through NCTCG valued at $2310.00 for the amount of.$612.15. After a lengthy discussion, a motion was made by Vera Clary, seconded by Danny Webb that the -City purchase this equipment. Motion carried. The Mayor discussed resurfacing second and third streets. He requested that a letter informing the property owners vf`vidrirs on these two streets of this matter, and asking that each contribute $1.00 per running foot per side. Each property owner to be given information as to the number of feet of property bordering the streets. to the 1`irst Baptist Church The matter of the City having contributed $30OAtoward the cost of constructing'a concrete dip on the South Side of tMe Baptist wIs discussed. (The Baptist Church had refunded the City the $300 and it had not been accepted by the Council at a previous meeting of the Council) A motion was made by Grady Smotherman, seconded by Danny Webb, that this check be given back to the Church. Motion carried and it was handed to the - TreRsurer - Peggy Reynold. 166 A group of 33 citizens were present at this meeting to discuss and request of the Council that an ordinance be }a drawn up and passed by the Council establishing a curfew. Wanda Jones led the discussion for the group and others spoke in favor of such action because of recent incidents having occured in the City. :After a lengthy dvx wa discussion, a motion w„s made by Vera Clary and seconded by R. The Mayor opened discussion on zoning - after expressions by members of the council a motion w s made by Grady Smotherman, seconded by Danny ebb that the Council. do what is legally necess ry to have Mr. Lackey remove the 7trailor from his lot within a period of 10 days, this trai.lor having been moved in without compliance of the Council ruling May 13, 1975), Motion carried. The Mayor also discussed with Mr Lackey the problems of his having laid gas, sewer and water lines in a single soft ditch from the point of connection. The City Engineer was asked to state the number of feet required between the water and sewer taps - his answer was that he thought 9 feet. The Mayor explained the dangers of gas leakage and contamination of water =d under shey conditions and suggested that corrections be made. Mr. Lackey said that the Ca-ty was at fault -by not having made the connections the correct disrance apart - Checks on this to be made■ There being no .further business, motion made by R. L. Bridges City Secretary Oct. 14, 1975 The Prosper City Council met in regular session October 114th, 1975 at 8:00 pm in the city office with the following members: Morris Jackson, R. L, Dalton Sr, Danny Webb and Grady Smotherman. Others present were M. P. Bridges, secretary, V. C. Spradley, city marshall, Jaunice Stanton, reporter, Dpyce Stanton, J. M. Jackson and J. T. Johnson Jr., �c,��. Morris Mayor Pro-tem opened the meeting and called for reading of the minutes of the previous meeting. Motion made by Grady Smotherman, seconded by Danny Webb that the minutes be approved as read. Motion carried. The financial report was given by the secretary and outstanding bills presented for, payment. Motion made by R. L. Dalton, seconded by Danny Webb to accept the report and that outstanding bills be paid. Motion carried. The secretary explained stenograph work done by Wanda Jones at the Public Hearing meeting October 9thl Her report consisted of 14 pages transcribed. Motion made by R. L. Dalton, seconded by Grady Smotherman to pay Mrs. Jones $20.00 for this work. Motion carried. An additional sewer connection at an old house on So. 5th street was discussed. The decision ., was that further checking should be done to determine what changes - if any should be made. The problem relating to the city patrol car was discussed. Motion made by R. L. Dalton, seconded by Danny Webb to table action on this matter. Motion carried by vote of 2 to 1.
