Regular Fleeting of prosper city "ouncil - May 13, 1975 159
The Prosper City Council met in regular session May 13th 1975 in
the Fire Department building at 6:00 pm. All members were present:
Mayor, Roy Skelton; Councilmen, Vera Clary, Danny Webb, Grady
Smotherman, Morris Jackson and R. L. Dalton Sr.
Also present were M. P. Bridges, secretary, V. C. Spradley, city
marshall, Ja:unice Stanton, reporter. And 15-20 others from the city
of Prosper.

The Mayor opened the meeting and asked for a motion for council
members to draw for places on the council. The motion was made by
seconded by „f ry ��and carried. The Mayor then
gave eachmember of the cetiznc s[ slip of paper each numbered and
the places are as follows:' Place No. 1 R. L. Dalton Sr.
Place No. 2 Morris Jackson
Place No. 3 Grady Smotherman
Place No. 4 Vera Clary
Place No. 5 Danny Oebb
The secretary was asked to read the minutes of previous meetings.
Motion made by Danny debb, seconded by Morris Jackson that the minutes
be approved as read. Fiction carried.
The financial report including outstanding bills was given by the
secretary. Motion made by R. L. Dalton, seconded by Danny Webb that
the report be accepted and bills be paid. Motion carried. (This included
payment for renewal of liscense for notary for the secretary).
The Mayor stated that the names of two streets need to be changed -
McKinney to McKinley and Lane to the original name, He stated that
he would contact various citizens who have lived in the city for many
years to learn the original name of Lane street. Motion to this effect
was made by Grady Smotherman, seconded by Morris Jackson, and carried.
The Mayor discussed the sewer plant - stating that the problem is not
the type of plant, but one of volume. He stated that he had visited
many plants and that the one in Prosper has as little odor as any. He
also stated that this plant has no aeriation -- that Blue Ridge has the
same kind of a plant and has no problem, but the volume is less.
Motion made by R. L. Dalton, seconded by Danny Webb, that Morris Jackson
be named Mayor- Pro-Tem. Motion carried.
Motion made by R. L. Dalton, seconded by Morris Jackson that Danny Webb
be given authority to cc -sign checks. Motion carried.
The question of purchasing a typewriter for the city office was discussed.
The one being used since the opening of the office belongs to M. P. Bridge
and needs servicing. Motion made by Grady Smotherman, seconded by Morris
Jackson, that a typewriter be purchased the M. P. Bridges' be servic)b d.
Motion carried. 'The estimated cost �125-�150. �
The Mayor tabled the method of payment of hospitildzation for Cecil
Norris.
It was agreed by the council to pay the registration fee for Cecil
Norris to attend a school for waterworks and sewer plant operators
liscense. .

The mayor called for a motion to pay U. L. Botcher �100 per month,k
including his water bill for a L eriod of 12 months. This _T!.otion was
madeby Morris Jackson, seconded by Grady Smotherman and carried.
Motion made by Danny Webb, seconded by Morris Jackson to repeal the -.
action taken by the council April 8th that C. L. Gotcher be paid
$4.50 per hour as stand-by operator and on call basis, Motion carried.
The Mayor called for a motion to change -the Zoning Ordinance with
reference to the size of lots, asking that the minimum frontage be
75 feet. There was discussing from the floorby citizens other than
council members. Fred Wilson, chairman of the Planning and Zoning
commission spoke giving the underlying reasons for the Commission
having been appointed in April of:1972.The Commission recommended that
lots be of a certain number of square feet. Not so many feet wide
and so many feet deep.
A motion was made by Grady Smotherman, seconded by Vera Clary that
lots be 100 feet wide. Motion failed by vote of 3-2.
A motion was made by Danny Webb, seconded by Morris Jackson that lot
\ sizes be a minimum of 75 feet frontage and 140 feet deep - allowing
10 feet for easement. Motion carried by vote of3 to 2.
The Mayor called for a motion -to allow the home moved in by Fred Lackey
onto his lot on r'irst Street to remain. There was much discussion by
various people of the audience. Motion was made by R. L. Dalton,
seconded by Morris Jackson, that Mr. Lackey's home be allowed to
remain. Motion carried by vote of 4 to 1. Mr. Lackey stated that he
would comply with State laws regarding under pinning and anchoring the_
building.
The Mayor then called for a motion to require a permit signed by
IT/4-AJ7- �t;hree councilmen and the mayor for anyone to move any building into
the city on wheels. Motion carried by vote of 4 to 1-
Charles Niswanger asked fhe Mayor for permission to request of the
council that he be permitted to move onto his lot on Parvin Street
a mobile home. :,Request denied and the Mayor announded the meeting
adjourned.
