The mayor opened the discussion on a retirement program for city employees. The
Texas P,fiunicipal Retirement System having been researched. E. T. ';•Jhitehead moved that
the city of Prosper participate in this program beginning April Ist, unmtxtmv on
a 1 to 1 ratio at 5% and made available to all presently employed by the city of
Prosper who are elegible. Potion seconded by J. T. Johnson and carried.
As to hospitalization for Cecil Norris, the 11jayor asked J. T. Johnson to research
a suitable program.
J. T. Johnson moved that a, letter of appreciation composed by the 111avor be sent
to C. L. Gotcher espressing appreciation for his 18 years and 5 months service to
the city.
The opera" -,ions of the local pool hall was discussed by J. T. Johnson.

The Prosper City Council met in regular session April 8th, 1975 at 8:00 pm in
the Fire Department building. The meeting opened with a prayer by F. K. Mullendore.
The following were present: Mayor F. K. I'lullendore; Councilmen, J. T. Johnson, Jr.,
Vera Clary and Joyce Kincaid... The city secretary, Mattie P. Bridges, City Marshall
V. C. Spradley, Cecil Norris, Director of Public Works. 4l:hers present were
Jaunice Stanton, reporter — the newly elected council members, Roy Skelton,
R. L. Dalton, •Sr, Grady Smotherman, Morris Jackson and Danny Vlebb.
Also present were R. N.. Dunn, Larry James ( reprensentatives to the Small Cities
Association), Fred Niswanger, tiVeldon Holbrook, Doyce Stanton and Fred Lackey.

Minutes of the previous meetings were read. Flotion�by J. T. Johnson, seconded by
Joyce Kincaid to approve minutes as read. Potion carried.
The secretary gave the financial report and presented unpaid bills. V otion made by
Vera Clary, seconded by d. T. Johnson that the report be accepted and copies mailed
to each household in the city of prosper and that all unpaid bills be paid.

Follow—up report on the purchase of a police car as had been discussed at previous
meeting. The Mayor informed the council that a letter had been received from the
City of Frisco stating that the car in question was no longer available
for sale. i
The Uayor announced that reimbursement of funds by E. P. A. (Enviormental Protection
Agency) had been applied for. Expected date of receipt approximately 30 days from
date of application.
Cecil Dorris, 'director of Public I'lorks for City of Prosper, gave a report on work
accomplished since his employment March, 1st.
The Mayor recommended that Cecil Norris be given the authority to purchase "
materials needed in his work the cost of which -up to the sum of 3400.00.
Motion to this effect made by Joyce Kincaid, seconded by J. T. Johnson and
carried.
Ilotion made by J. T. Johnson, seconded by Vera Clary that C. L. Gotcher serve
as a stand-by sewer and water works operator - subject to call and be paid at
the rate of 14.50 per hour. Motion carried.
Further discussion of an audit - It was agreed that Weldon holbrook do the work and
he had stated that he might possibley be available the week of April 14th.
J. T. Johnson gave a report of his research on a suitable hospital and accident
insurance policy for Cecil Norris. He stated that Cecil's present policy is good
and.,with a reputable company and the cost is °$44. per month. A motion was made
by Vera Clary, seconded by J. T. Johnson that the�ume the cost of hospital
and accident insurance for Cecil (the method of handling to be worked out later) -
motion carried.
The mayor stated that the ;water Works account has sufficient funds to reimburse
the General Fund Account - - $2340.00. Potion made by Joyce Kincaid, seconded by
J.-T... Johnson that this be done. Lotion carried.
The Mayor also stated that the General .Fund Account has suff&cient funds to
reimburse the Meter Account $1240.00. Potion made by J. 1. Johnson, seconded
by Vera Clary that this be done - Motion carried.
Information from Lone Star has company is that the next billing will be done at
the rate of .2321 instead of .2526.
