03.11.1975 Town Council MinutesThe Prosper City Council met in regular session March llth at 7:30 pm in the 155 city office. The meeting opened with a prayer by F. K. Mullendore, with the following present: the mayor, F. K. Mullendore, Councilmen Joyce Kincaid, Vera Clary, E. T. Whitehead & J. T. Johnson. Also the city secretary,'". P. Bridges and visitors Paul Baxter, Doyce and Jaunice Stanton, Fred Lackey, Cecil Norris, B. R. Dunn and V. C. Spradley, city marshall. Minutes of previous regular meeting were read. motion made by E. T;VUhitehead and seconded by Vera Clary that minutes be approved as read. Motion carried. I'inutes of the special - called meeting were read - Motion made by Joyce Kincaid, seconded by E. T. Whitehead that the minutes be approved as read, motion carried. and outstading bills The financial report was given by the secretart Motion made by E. T. Cdhitehead, seconded by Joyce Kincaid that the report be approved and bills be paid. Motion carried. The mayor talked of some printed material received from Lone Star Gas and recommended that consideration of this material be tabled until a later date. ki Motion made by Vera Clary and seconded by J, T. Johnson xkt that the Mayor and Ressell Betts apply for pvkv reimbursement of funds spent in phase 1 of the Federal Grant for a sewage treatment plant. 11otion carried. It was agreed that Neldon Holbrook audit the city books when he is back in town and has the time. Paul Baxter asked the council for permislion to construct an 18 by 20 foot metal building on the back of his lot. Motion made by E. T. Whitehead and seconded by J. T. Johnson that the permission be granted. Yotion carried. The mayor called attention the to the letter from the State Department of Health regarding the Fluoride content of Prosper water. The value reported being 3.1 mg/1 whereas the maximum suggested limit is 1.6 mg/l. He also stated that samples of Danvilleand the Prosper well hhad been sent to a laboratory for tests. Fluoride in Danville water is 0.62 and that of Prosper2.25 mg1l. Since it had been suggested that citizens of }Prosper be notified of a possible hazzard from the drinking water, he discussed mailing a letter to each family to this effect. Motion made by E. T. i"ahitehead and seconded by Joyce Kincaid that this be done. Potion carried. E. T. Whitehead reported on having located a 1972 Ford police car in Frisco as a possible purchace for the city of Prosper. He made a motion that a letter be sent to the city of Frisco making an offer of 1%00 for this car, and that a radio be installed and repairs made as necessary not to exceed the total price of $1000 which had been authorized at the previous meeting. Motion seconded byJ. T. Johnson and carried. B. R. Dunn reported on the last meeting of the Sm5 Cities Association stating that water supply for the area cheif topic of discussion. E. Richardson, Executive Director of Texas v'Tater Rights Commission that it is the intent of the S. C. Association to request water rights in the proposed Aubrey Reservoir and the rights to a part of the excess ,°rater abailable in Garza -Little Elm Reservoir. 156 The new contract with Danville Vlater Supply Corporation had not been received as of this date. The mayor opened the discussion on a retirement program for city employees. The Texas I-Aunicipal Retirement System having been researched. E. T. T''dhitehead moved that the city of Prosper participate in this program beginning April Ist, aandxtmv on a 1 to 1 ratio at 5% and made available to all presently employed by the city of Prosper who are elegible. Motion seconded by J. T. Johnson and carried. As to hospitalization for Cecil Norris, the Mayor asked J. T. Johnson to research a suitable program. J. T. Johnson moved that a letter of appreciation composed by the Mayor be sent to C. L. Cotcher espre.ssing appreciation for his 18 years and 5 months service to the city. Dunn, Larry James ( reprensentatives to the Small Cities Association), Fred Niswenger, Weldon Holbrook, Doyce Stanton and rred Lackey. made Minutes of the previous meetings were read. Fotion�by J. T. Johnson, seconded by Joyce Kincaid to approve minutes as read. Yotion carried. The secretary gave the financial report and presented unpaid bills. Votion made by Vera Clary, seconded by J. T. Johnson that the report be accepted and copies mailed to each household in the city of prosper and that all unpaid bills be paid. Potion carried. Follow—up report on the purchase of a police car as had been discussed at previous meeting. The I"ayor informed the council that a letter had been received from the City of Frisco stating that the car wh tJm in question was no longer available for sale. ,'• The Mayor announced that reimbursement of funds by E. P. A. (Enviormental Protection Agency) had been applied for. Expected date of receipt approximately 30 days from date of application. Cecil Norris, Director of Public Works for City of Prosper, gave a report on work accomplished since his employment March, lst.
