The mayor asked Cecil Norris to make a study of water meters in the city as
t o make and need for replacement.
Motion made by E. T. Whitehead, seconded by Cecil Norris that the council go into
executive session to discuss personnel. Notion carried.
The mayor reported having interviewed Paul Vest - he, -Paul had expressed an
interest in being considered as the replacement for C. L. Gotcher . Mr. Klotz
was present and was asked to relate to the council his qualifications for the
position of water works superi_ntendant. Cecil Norris reaffirmed his interest in
the position. Some benefits such as retirement, hospitalization and workmens'
compensation were discussed and the mayor asked J. T. Johnson to do some research
on such a program for the city of Prosper.
ldotion was made by L. T. 'Olhiteheadni seconded by J. T. Johnson that the executive
session be closed. Motion carried.
Cecil Norris tendrred his resignation as councilman- Motion by Joyce Kincaid,
seconded by Vera Clary to accept his resignation- motion carried.
Motion made by E. T. !A'hitehead and seconded by J. T. Johnson that Cecil Norris be
hired as Director of Public 'forks for the city of Prosper at a salary of `p700.00.
1600.00 to be paid from the water works account and Q100.00 from the General Fund.
This motion carried. Tje secretary asked that this motion be discussed further -
as to method of payment. E. T. Zhitehead amended his motion to read 44100.00 from
oa the general fund and 16090.490 from the water works account each
month to the general. fund. The motion as amended was seconded and carried. Cecil
Norris to begin his employment with the city March lst. 1975.

The Prosper City Council met in a called session March 4th 1975 in the city office
at 7:30 pm. 'for the purpose of electing an Election Judge.
The following were present: mayor Y. K. Mullendore, Joyce Kincaid, L. T. Whitehead,
Vera Clary, J. T. Johnson, the city secretary and one visitor, Fred Niswanger.
A motion was made by L,. T. Whitehead, seconded by Vera Clary to reconsider the motion
passed at the Feb. llth, meeting. Motion carried ( at the Feb. meeting, Mrs. ��illet
Skelton had been elected Election Judge and became ineligible due to the fact that
her husband had announced for the position of Mayor).
A motion was made by E. T. Whitehead, seconded by J. T. Johnson that C. G. Hays be
elected with the authority to secure clerks as needed to hold the forth coming
city officers election and each to be paid the same amount as in 1974. Motion
carried. The council also authorized payment to C. G. Hays any expenses that he
might incurC 11
The secretary that March 7th had been set for candidates to meet at the city office
to draw for the order in which their names would appear on the election ballots.
Motion made by Joyce Kincaid, seconded by F. T. Whitehead that absent e voting shall
be done in the city office during regular office hours beginning march 17th and endirl
April 13t. at 4:00 pm with. the city secretary acting as custodian of the absentee
ballots under the supervision of the Election Judge. Motion carried.
