The Prosper City Council met in regular session Feb. llth at 7:00 pm in the
city office. Meeting opened with a prayer by F. K. Mullendore.
The following were present : Malror F. K. Mullendore; councilmen Cecil Norris,
J. T. Johnson Jr., E. T. Whitehead, Joyce Kincaid and Vera Clary. Others present
were the city engineer, Russel Betts, Charles Niswanger, Fred Lackey and V. C.

IT'inutes of the previous meeting were read. 1,lotion made by E. T. Whitehead, seconded
by Cecil Norris to approve the minutes as read. Motion car-ied.
The secretary gave the financial report. Motion made by Vera Clary, seconded by
Cecil Norris to approve the report. Motion carried.
Cutstanding bills were presented. Mlotion made by Cecil Norris, seconded by
Joyce Kincaid that these bills be paid. Motion carried.
Motion made by E. T. 0hitehead, seconded by Cecil Norris that delinquent tax
statements be mailed, Motion carried.
Mrs. Charles Niswanger had reported to the city secretary that a dog was causing
some trouble on the'school ground. The 1.4ayor asked the city marshall to check into
tH s iratter.
V. C. Spradley, city marshall presented a list of communication equipment available
through North Central Texas Council of Governments Criminal Justice Planning
Program at no cost to the city, Yotion made by E. T. 4'Jhitelaead, seconded by Cecil
Norris that such equipment as needed be purchased. Motion carried., V. C. Spradley
to determine what is needed.
F. T. °7hitehead reported on the problem of purchasing a police car, stating that
he had information that such a purchase must be made through the County Judge. If
advantage is taken of used vehicles formerly owned by the Texas Department of
Public Safety. 11otion made by Cecil Norris, seconded by Joyce Kincaid that the
city of Prosper purchase a car to be used by the city marshall — the price not to
exceed 31000.00__and to be paid from the general fund.
Fiotion made by E. T. GiAzitehead that the city of Prosper hold a city officers' election
April 5th at the community center with Yrs. Roy Skelton acting as election judge.
The hours to be from 7:00 amt to 7:00 pm. Motion carried. Mrs. Skelton to secure
clerks as needed and the secretary to advertise the election.
Joyce Kincaid announced t1-at she would not be a candidate for re—election.
Charles Niswanger asked the council for permission to put culverts in front of his
lot — the full breadth of the lot. The problem of water running from the lot onto
the road was discussed. The conclusion was tlat the city engineer should take a look
at the problem and make recommendations.
The mayor read a letter from the State Department of Health in which was stated that
the fl.ouride content of the city water was too high — and that citizens should be
notified that mottling of teeth in children 14 years and younger may result.
The mayor reported having attended a meeting of tl_e Danville Water Supply Corporal ion.
Lone Star Gas had information for each council member regarding new regulations and
rate increases to be come effective 11arth 1st. 1975
Ressell Betts, city enfiinec-.r breifed the council on cost effective analysis of
Step 1 of the Federal Grant for a sewer treatment plant for Prosper and stated that
he would begin his work in the city- very soo.

The mayor asked Cecil Norris to make a study of water meters in the city as
t o make and need for replacement.
A"otion made by E. T. thitehead, seconded by Cecil Norris that the council go into
executive session to discuss personnel. Motion carried.

interest in being considered as the. replacement for C. L. Gotcher Mr. Klotz
was present and was asked to relate to the council his qualifications for the
position of water works superintendent. Cecil Norris reaffirmed his interest in
the position. Some benefits such as retirement, hospitalization and workmens'
compensation were discussed and the mayor asked J. T. Johnson to do some research
on such a .prgt ray_ for the ci+y. of Prosper.
Motion was made by E. T. dhitelleadra seconded by J. T. Johnson that the executive
sossion be closed. Motion carried.
Cecil Norris tend( red his resignation as councilman- 1!Iotion by Joyce Kincaid,
seconded by Vera Clary to accept his resignation- motion carried.
Motion made by E. T. 14hitet-ead and seconded by J. T. Johnson that Cecil Norris be
hired as Director of Public Works for the city of Prosper at a salary of 3700.00.
)600.00 to be paid from the water works account and Q100.00 from the General Fund.
This motion carried. Tje secretary asked that this motion be discussed further -
as to method of payment. E. T. ',Whitehead amended his motion to rer d `$100.00 from
ja the general fund and 1>60(�Q.00 from the water works account each
month to the general fund. The motion as amended was seconded and carried. Cecil

The Prosper City Council met in a called session March 4th 1975 in the city office
at 7:30 pm. 'for the purpose of electing an Election Judge.
The following were present: Mayor Y. K. Mullendore, Joyce Kincaid, L. T. Whitehead,
Vera Clary, J. T. Johnson, the city secretary and one visitor, Fred Niswanger.
A motion was made by L. T. Whitehead, seconded by Vera Clary to reconsider the motion
passed at the Feb. llth, meeting. Motion carried ( at the Feb. meeting, Mrs. "illet
Skelton had been elected Election Judge and became ineligible due to the fact that
her husband had announced for the position of Mayor).
A motion was made by E. T. Whitehead, seconded by J. T. Johnson that C. G. Hays be
elected with the authority to secure clerks as needed to hold the forth coming
city officers election and each to be paid the same amount as in 1974. Motion
carried. The council also authorized payment to C. G. Hays any expenses that he

The secretary that Yarch 7th had been set for candidates to meet at the city office
to draw for the order in which their names would appear on the election ballots.
Motion made by Joyce Kincaid, seconded by E. T. Whitehead that absent e voting shall
be done in the city office during regular office hours beginning March 17th and endir,
April lst. at 4:00 pm with the city secretary acting as custodian of the absentee
ballots under the supervision of the Election Judge. Motion carried.
