The Prosper City Council met in rerrular session at 11:00 pm, in the city office.
The meeting opened with a prayer by F. K. Mullendore.
The following members were present — Mayor F. K. h.ullendore$ Councilmen, Joyce Kincaid,
Vera Clary, E. T. ,Ihitehead, Cecil Norris and city secretary, H. F. Bridges.
Others present bwere Doyce & Jaunice Stanton, Charles Niswanger and Fred Lackey.
Also the city marshall, V. C. Spradley.
Minutes of previous meeting were read. h.iotion made by Cecil Norris, seconded by
E. T. Whitehead that minutes be approved as read. Motion carried.

tion otion made by Vera Clary, seconded by Cecil Norris
to approve the report. Motion carried.
Outstanding bills were presented. Yotion made by Joyce Kincaid, seconded by Cecil
Norris that the bills be paid with the exception of payment to Betts and Associates
for city planning done by Dave Farrington. This to be paid upon letter confirming
Federal Grant for step one for a sewer plant, from Texas Water Quality Board.
F. K. Mullendore read the ordinance setting; up a h1unicipal Coutct Ath himself acting
an judge and the city secretary acting as court clerk. Motion made by Cecil Norris,
seconded by E. T. ','Jhitehead that this ordinance No 75-1 be adopted. Yotion carried.
The first session of court to be January 20th. at 10;00 in the City Office.
The mayor .read a list of offenses and fines for violation of same. He also recommended
thatno parking be allowed wi-thin 20 feet of the intersection of Coleman and Broadway.
Potion made by E. T. Whitehead, seconded by Cecil Norris that the list of fines
relative to the offenses and that the no— parking regulation mentioned by F. K.
Fullendore be accepted. Plotion carried. /. .hfembers of the Lions club had agreed to
mark off parking spaces with the city furnishing the paint.
Motion made by 'E. T. ',I-itehead tnd seconded by Cecil Norris that C. L. Gotcher be
perrrstted to continue full time duties until April lst. Motion carried.
E. T. Whitehead nominated Floyd Dunn and Larry James to represent Prosper as members
of the Small Cities Association. Yotion made by Vera Clary, seconded by Ceci_1 Norris
that the council elect these two men. Iotion carried.
The Mayor informed the council that her. Hancock of the St. Department of Health
had visited Prosper and recommended the purchase of chlorine and settable solids
equipment. Yotion made by Joyce Kincaid, seconded by E. T. Whitehead that this
equipment be purchased. Motion carried.
The 50.00 increase in salary for the city secretary as recommended at the Dec.
meeting was approved — effective Jan. 1st, 1975.
V. C. Spradley, city marshall discussed problems of his job and expense involved.
Votion made by E. T. Whitehead, seconded by 0, that his salary be increased
by 950:00 effective Jan. 1st, 1975. Yotion carried. (fir. Spradley asked that this
be added to his expense allowance)
The mayor appointed a comriittee composed of F. T. Whitehead, J. T. Johnson and
Doyce Stanton to make a, comprehensive study of the office of the city marshall,
the equipment needed with the pessible purchase of an automobile and make recommendati-
ions to the council.
The mayor presented the council for discussion, the purchase of a tractor to be used
by the city in keeping the ditches -fx xvm-f clean. Stating that di-vXUXzzU.RvkYAv the
members of the Lions Club were interested to the extent that they would do the mowing.
The tractor in question being owned by Lee Gilmer — the price ",$2500.00.

Kincaid that this matter be tabled. Motion carried.
A motion was made by E. T. Whitehead and seconded by Cecil Norris that the regular
meeting of the council be changed from the ficond Monday of each month to the
second Tuesday of each month. Motion carried. The secretary advised to publicise
such action through news paper.
At the request of the mayor, motion made by Joyce Kincaid, seconded by E. T.
Whitehead that the council go into executive session. Motion carried.
During this session, the mayor discussed with the council buying property owned
by Joe Templin. This property is 1 and 1/2 lots on broadway adjacent to the
Prosper School Ag building. And being advantageous to the city ih it s long range
plan of growth -and development. The price asked by Joe was $2000.00. After discussing
this at length, a motion was made by Vera Clary, and seconded by Joyce Kincaid
that the city purchase this property. 1-lotion carried. — by 3 to 1 vote.
Motion made by E. T. 'Aiitehead, seconded by Cecil Norris, to close the executive
session. Motion carried.
At this time, E. T. White told the council that there is great need of a new
fire truck for the city. He stated that the fire department would r*ise the
money for the engine if the city would purchase the truck. During this discussion,
the city ►nrshall returned and stated that he had had a call and would like help
to respond. The mayor, Cecil Norris and E. T. Whitehead left with the marshall and
council meeting was adjourned.
