09.11.1979 Town Council Minutes242 September 11, 1979 The Prosper City Council met in regular session September 11, 1979 at 8:00 pm. in the city office with the following present: Mayor R. C. Boyer, Councilmen, Danny 'Webb, Grady Smothermon, Donald Reneau and Vera Clary. Russell L. Betts, city engineer was also present. _ The Mayor called the meeting to order and asked for regiing of the minutes of the previous meetings by the secretary which were approved as read. The financial report was read by the Mayor and accepted. Mr. Betts commented on progress in the application for funds from FHA. And he also explained why funds from Texas Department of Water Resources which are approved by E. P. A. had been delayed. The secretary mentioned a statement from the Collin County Public Official's association and the question asked if the city wished to continue membership in this association since no one attends the meetings. No action was taken. The letter from Mr. Lehtinen, Assistant District Director of F. H. A was read. He called attention to items needed for completion of the "package" to apply for assistance to drill a well. All items except the audit by a C.P.A. firm have been prepared by Mr. Betts. The secretary rlz,ported that several CPA firms had Veen contacted azt as to rates and learned that the rates are very much the same. The secretary also reported that Mr. Newman, Cheif Accountant with the Texas Department of Water Resources had called wanting to know the progress the city is making with the audit. Grady Smothermon moved that the city hire a CPA firm to make the audit. Motion was seconded by Donald Reneau and carried by unanimous vote. It was reported by the secretary that a letter had been sent to the legal staff if Texas Municipal League asking advice as to the city's responsibility in contributing to the Fire Fighters Pension Fund. The council was informed by the secretary that kk3a at the Oct. council meeting five people may be nominated to serve on the board of directors of the central tax assessing and appraisal board. - The Mayor informed the council that it seems necessary that the Zoning Ordinance be reinstated or a new one prepared. The ordinance prepared several years ago was breifly discussed and Mrs. Clary was asked to have 10 12 copies made. The secretary reported that Mr. Griffin, a liscensed surveyor and who has done iAuch of the surveying work in Prosper had been contacted as to cost of up -dating the city may.
