07.10.1979 Town Council Minutes235 July 10,1979 The Prosper City Council met in regular session July 10, 1979 at 3:00 p.m. in the city office with the following members present- Mayor R. C. Boyer, Councilmen Vera Clary, Dan Christie, Don Renau, Danny Webb and Grady Smotherman. Also the Secretary, M.P. Bridges, Juanice Stanton, Russell L. Betts, Engineer, V. C. Spradley, W1W operator and a group of citizens. There were applicants to be interviewed for the position of W/W and S/Works operator -Blake Vaughn of Frisco, Raymond Martin of Prosper, and David Alexander also of Prosper. The Mayor discussed with each, the duties, the responsibilities and the future of the position. It was agreed by the members of council to ask Blake Vaughn to retvm to Prosper and sperm some time with V.C. Spradley to learn more of the position and work involved before any decision is made by either party. The reading of the minutes were called for and approved as re id. The balance of funds in the various accounts were read by the Mayor from the financial report. He mentioned the amount of money paid Mr. Dodson for water during Prosper's well repair operation-1335.24 Resolutions prepared by t.ie city attorney, Stan. McWilliams regarding im- plementation of Articles 1 and articles 5 of house bill. 1060 were reed by the Mayor -Motion to pas,,3 these regulations was made by Grady Smotherman, seconded by Vera Glary and carried br lnanimous Grote by all members present Copy of the resolutions placed in the minute book. There was discussion of the purchase of the Dave Dodson water system versus j drilling another well. In view of future growth and development of the area., and especially that of Mr. Dodsons which would cause considerable demand on his water supply, it was agreed by the members of the council that it is best to drill a well. Mr. Retts has been working with FHA for a grant and again stated t' at funds will not be available until Oct. lst,1.979-- lie suggested teat a representative of FHA be asked to meet with the council to discuss in detail application :for funds. There was agreement to this suggestion. The Mayor stated that the cost of recent well repairs would be about $10, 000 and asked the pleasure of the council as to how this cost should be handled - Dan Christie moored that a resolution be drawn to borrow $10, 360. Motion seconded by Danny Webb and carried b�,r unanimous vote. Following a discussion of discounts on water, it was moved by Dan Christie, Seconded by Danny Webb, that the practice of allowing discount of $3.00 to Firemen be discontinued Motion carried by a vote of 4 to 1. The services of C.L. Gotcher as "stand-by operator for the water and sewer works was discussed. Dan Christie moved that this be discontinued, seconded btDonReneau and carried by unanimous vote._11r. Gotcher has been drawing a salary of $50.00 per month for this service. As to an adjusted water rate for citiz'.ens of Prosper, the Mayor suggested that an ordinance be drawn by the attorney setting rates as follows: Min. of $4.50 first 2, 000 gallons-$1.50 for 2,000 to 10,000 gallons. $1.00 for 10, 000 to 20,000 gallons -and .90/m for 20,000 gallons and above. Motion to this effect was made by Dan Christie, seconded br Grady Smo-therman and carried by unanimous vote with all members present. 236 In as much as there have been requests by various people in Prosper for to borrow the tractor and backhoe, Grady Smotherman mcved that the granting of such request be at the descretion of the Mayor -Motion seconded by Dan Christie and carried by a vote o.'�' 3 to 2.. k,l , The secretary asked that the city renew its membership in Texas Municipal Teague -Dan Christie moved that the city do so. Motion seconded by Danny Webb and carried by unanimous Tote. During the discussion of water works personnel, the Mayor stated that the work load and time involved is too much for one person and there was discussion with V.C. Spradley about accepting the position of stand by operator. There being no further business, the meeting adjourned. } R. C .+ Boyer, Mayor July 26,1979 Special Meeting Mattie P. Bridges City Secretary Mr. Leightinen Superintendant of the Fort Worth district of FHA and Fussell Betts met with members of the council July 26 at 9:00 a.m. for the purpose of discussing possible funding by FHA the drilling of a water well for Prosper. Mr. Leightinen stated that funds are not available for this year and suggested that application be made for funding for 1930- He also said t'_iat water rates are a factor to be considered in relation to funding, meaning that Prosper's rates are too low. It Vas suggested that the Engineer prepare all papers necessary and that he, Mr. Leightinen would process them. The cost of the new well is $200, 000.
