05.08.1979 Town Council MinutesMay 8, 1979 231 The Prosper City Council met in regular session May 3, 1979 at 8:00 pm in the city office with the following members present- rTalor, A. C. Boyer - Councilmen Vera Clary, Grady Smothermon, Donald R. Ren�aau and Danny Webb. Others present were M.P. Bridges, secretary, V. C. Spradley, Marshall, Juanice Stanton, reporter, Russell L. Betts, Engineer and representatives from the Pire Department.- The meeting was opened and minutes of the previous meeting were read and approved as, read. The secretary gave the balances in the various accounts as of May 7 and a list of checks written since the April meeting of the council. An explanation was given regarding a check written on the Bond Account for the amount of $450.00 payable to the Grant account which was an over payment. The financial report was then approved as presented. Russell Betts informed the council that the Sewer Use Ordinance had been revised and sent to Texas Department of Water Resources for approval. Mr. Betts also reported that the purchase of a tractor- loader and back -hoe has approval by the State Officials and is to be handled as a "Change Order" in Contract "A" with the contracting firm of Cole and Smithen making the purchase. He stated that this purchase will be partially funded but not sure just how much at the present time - possibly 50 to 75%. And he further stated that he had informed the .firm of Cole and Smithen that the Council forgives the penalty for the delay of completion of the plant for the { $41.00 change order for extra work done at the plant and some work done for the city in emergency situations. As to progress with plans to apply for funding by F. H. A to drill or buy a water well, Mr. Betts stated that funds will not be available until October of this year and suggested that application be made for a loan in order to be given a priority number - This procedure was agreed to and the amount to apply for - $200.000. Danny Webb reported that he did not have the budget ready, but would within a few days. The mayor called for a special meeting of the council May 22nd for the purpose of discussing the budget. Donald Reneau reported that he had done some work as to procedure to be followed in street repairs. That he would call Mr. Dickerson who has agreed to give some assistance with the work. V. C. Spradley was asked to supervise the work when it begins. Donald also stated that a Mr. Hartly had been doing some work in the Walnut Grove area and he would contact him for information as to his charges. Other remarks and suggestions made by Donald were that city employees should attend the council meetings and some of the fire department meetings to learn the operation of the fire trucks. The council agreet to remain a member of the Collin County Kayort s Association. Grady Smothermon agreed to attend the May meeting. V. 9. C. Spradley for work done in the absence of a water and sewer works operator, -and, after a discussion of the problem, a motion was made by Grady Smothermon, seconded'by Danny Webb, that the salary be the amount of $7854.00 per month.,the motion carried by unanimous vote. This brings the total paid by the city to $1000.00 per month plus $100.00 to be used for car expense in I performing the duties of city marshall. Mr. Spradley agreed to this arrangement. It should be stated here that he is employed on contract basis dating from April 16, 1979 to a date not exceeding 90 days fromlthe beginning date and can be terminated by authority of the Mayor of the own of Prosper at any time during the 90 day period. The contract signed by the Mayor, V. C. Spradley and Secretary is on file. C. Spradley mentioned that some labor might be obtained through the Man Power program and the Mayor suggested that this be looked into. Donal Reneau mentioned that some gravel should be spread in front of the city office. Motion to adjourn was made by Grady ''motherman, seconded by Danny Webb and the meeting adjourned. R. C. 13 o er, Mayor Hattie P. Bridge City Secretary end It should be noted that during the week of May 11, the Mayor negotiated with Dave Hodson to tie onto his water system. This was done in an emergency situation because of the city not having water during this week o for a short period of time. M yr22nd, 1979 The Prosper city council met in special session May 22nd for the purpose of discussing the proposed budget for the fiscal year of Feb. 1, 1979 to Jan. 31, 1930. All members of the council plus the city marshall and secretary were present. There was a very thorough discussion of anticipated revenue from all sources and each item of anticipated expense based on the preceeding year's revenue and expenses was followed. Grady Smothermon moved the acceptance of the budget. Motion seconded by Danny Christie and carried b,r unanimous vote with all members present.
