02.13.1979 Town Council MinutesFeb. 13, 1979 . 27 The Prosper City Council met in regular session Feb. 13th at 7:00 pm in the city office with the following members present: Mayor, Ralph Boyer - Councilmen - Vera Clary, Grady Smothermon, R. L. Dalton Sr., and Dan Christie - Absent, Morris Jackson. Others present were Mattie P. Bridges, secretary, Russell L. Betts, Engineer, V. C. Spradley, Marshall and Jaunice Stanton, reporter. The Mayor opened the meeting and called for reading of the minutes of the previous meeting which were approved as read. The financial report was given by the secretary and approved as presented. Russ ll Betts commented on the application to FHA for funding for a water well stating the .formal application is being prepared. Commenting on the sewer plant, Mr. Betts stated that although the contractor - Cole and Smithen Construction Co., were to have completed the plant Feb. 4, 1979, he felt that due to the extreme bad weather during January and February, and also that this company had been patient in the matter of payment for work done, an extension of time should be granted. .26 Dan Christie moved that an extension of time withouth penalty - to the 25th of Feb. - be granted provided that Cole and Smithen pay the rental fee for a motor which had been installed at the old plant because the one there was no longer useable.- or supply a motor at no cost to the city. The motion was seconded by R. L. Dalton and carried by unanimous vote. After the 26th of Feb. and until the plant is completed, the contractor must pay the city the sum of $200.00 per day. The Ordinance No. 78-7 extending the sales tax on utilities to residential- customers was re9d by the Mayor. The motion to approve this ordinance was made by Grady Smothermon, seconded by Vera Cl,,xy and carried by unanimous vote. The resolution establishing the procedure .for City Officers Election to be held April 7th was made by Dail Christie, seconded by R. L. Dalton and carried by unanimous vote. A Mayor and 2 councilmen, places one and two are to be 2Umd filled. In the discussion of the purchase of equipment, it was stated that Billy Ross Pell had located a tractor for about $3750.00. No conclusive action taken. Some of the financing may be done by E.P.A. Regarding street repairs, it is felt at this time that the city might have to do much of the work because of the very high cost of work done by contractors. The Mayor expressed his his opinion that lasting quality of work should be done as opposed to X substandard which results in repeat work within 2 to 3 years..... there was some informal discussion about increasing taxes in order to give the citizens of the city the kind of service they desire. There was some discussion about the water works superintendent using the city truck for personal business. The May stated that he had talked with Mr. Kirby - CPA regarding the cost of an audit. It was concluded by the council that charges for trash pick-up could not be eliminated as had been requested by some. 228 Dogs scattering trash on pick-up days wls discussed and the secretary was asked to include in the next water bill billing a statement asking that people owning dogs keep them up - especially on pick-up days. The City Marshall talked of the problems of prowlers and window peepers. He also vtoed asked for an increase of $50.00 per month car expense and a phone for police work. Motion to grant the requesf, was made by Dan Christie, seconded by RwRvvDXti R. L. Dalton and carried by a vote of 3 to 1. There being no .further business, motion was made by Vera Clary to adjourn, - Seconded by Dan Christie and the meeting adjourned. foyer, Mayor March 13, 1979 Mattie P. Bridges City Secretary The Prosper City Council met in regular session March 13, 1979 ab 7:00 pm in the city office with the following present- Mayor, Ralph G. Boyer - Councilmen Vera Clary, Grady Smothermon., Danny Christie and R. L. Dalton Sr. Others present were secretary M. P. Bridges., Jaunice Stanton, reporter, Keith Miller, Cecil Norris and representatives from the Danville water Supply Corporation, Grady Boren and Duane Cashion. The Mayor opened the meeting and gave Mr. Boren the opportunity to discuss the purpose of his visit - namely the increasing needs for water from his corporation and the installation of a pressure pump at Prospers station. Mr. Boren also stated that Danville is enlarging its system and asked if the city of Prosper would be interested in laying a h" line to the boundry of their system. - During the course of the discussion. the Mayor stated that he would be glad to meet with the McKinny City Manager along with NIr. Boren to discuss water rates. There was also some discussion about negotiating with Dave Dodson in the laying of a line connecting his system with that of Prospers and purchasing water from him. Grady Smothcrmon suggested that the Mayor talk with Mr. Dodson. The minutes of the previous meeting were then read and approved as read. The financial report giving balances in each fund as of March 12, were read by the Mayor and accepted as read. Grady Smothermon moved that the Election Judge and election clerks be paid $2.50 per hour which is in accordance with the state law, and that the election judge be paid $15.00 for delivering the election returns. Motion w,s seconded by Danny Christie and carried by unanimous vote. Danny Christie reported that he had contacted several implement companies for prices on a tractor and equipment. He agreed to continue the search. Grady Smothermon moved that all monies contributed by various property owners for the purpose of street repairs be returned. Motion seconded by R. L. Dalton and carried by unanimous vote.
