The Prosper City Council met in regular session at 7:00 pm. January 9, 1979
in the city office with the following present: Mayor R. C. Boyer - Councilmen
Vera Clary, R. L. Dalton Sr. and Grady Smothermon. Others present were the
city secretary M. P. Bridges, Jaunice Stanton, reporter, Russell L. Betts
Engineer and citizens Don Reneau and Arthur Deitt.
The Mayor opened the meeting and called for reading of minutes of the previous
meeting. There being no additions or corrections the minutes were approved as read.
The financial report was presented by the secretary with a list of checks written
since the previous meeting - It was approved without additions or corrections* as
presented.
The Mayor had previously asked councilmen R. L. Dalton, Grady Smothermon and Morris
Jackson to look for equipment needed by the city and so priced that the city could
afford it. It was stated that such equipment had not been located at this time.
There was discussion about having rock hauled and spread on 7th street and major
repairs be postponed. It was stated that Commissioner Bailey Dickerson was still
pretty busy. Mr. Dickerson had stated that he would assist with the repairs.
Russell Betts commented on the pre -application to FHA for partial funding to drill
a water well. Papers are being processed. He also stated that the new sewer plant
is 71 percent complete.
The Ordinance on continueing the sales tax on utilities for residential customers
was postponed until the Feb. meeting of the council.
There was some discussion about a dedication ceremony for the new sewer plant.
The Mayor stated that an audit by a CPA .firm is mandatory for the application
to FHA and by EPA and that the city attorney, Stan McWilliams had recommended
Mr. Kirby of McKinney.
Don Reneau was present to discuss concern about coning laws for the city. This was
the result of a frame house having been moved onto a lot on 7th street near the
school in an area of masonary constructed houses.
The Mayor explained that a zoning ordinance had been drawn some several years ago
but for the past few years had not been enforced. He asked Mr. Reneau. to take
the ordinance and review it.
The Mayor also stated that if the people of the city are desirous of an ordinance,
then he would recommend that such be done. The question was asked if the will of
the people could be expressed by a 32-jwftrxdm referendum at the next city election.
The Mayor stated that he would ask legal advice on this matter.
After a lenghty discussion on this matter, ,nd there being no further business,
Vera Clary moved the meeting adjourn - Motion seconded by R. L. Dalton and the
meeting adjourned.
