The Prosper City Council met in regular session May 9th, 1978 at 8:00 pm in
the city office with the following members present: Mayor, Ralph Boyer;
Councilmen Vera Clary, Morris Jackson,_ R. L. Dalton Sr., Dan Christie and
Grady Smothermon.
Others present were the city secret ary,'M. P. Bridges, Michael Bailey, Doyce
Stanton, R. L. Hankey, Russell L. Betts, and V. C. Spradley.
The Mayor opened the meeting and asked Vera Clary to offer a prayer.
Minutes of the two previous meetings were read. There being no changes or
objections, the minutes were approved as read.
The financial report was reviewed by the secretary and R. L. Dalton called
attention to an error in the water works account which was corrected after which
a motion was'made by R. L. Dalton to approve the report. Motion seconded by
Vera Clary and carried by unanimous vote with all members present.
The Mayor called attention to the list of checks written since last regular
council meeting and asked for comments.'Morris Jackson commented on the check
for gasoline and oil for the city truck. Michael Bailey stated that the truck uses
an excessive amount of oil.
The Mayor appointed Morris Jackson Mayor Pro-Tem.
R. -6. Hankey was present to discuss a problem or a misunderstanding regarding
trash pick-up at Dan Blantons market. The problem was that of not having picked
up boxes. He explained that he had negotiated with the former owner of the
market, Punk Carter, to pick up trash for a fee of$10.00 per month.
The secretary reviewed the contract agreements between the city and Mr. Hankey -
The original contract was signed in 1972 for a period of three years. Mr. Hankey
receiving $2.50 per residential customer - at the end of the three years, Mr. Hankey
asked for a 500 increase per residential customer and again renewed the contract
for a period of three years.In October of 1977, an increase of $1.00 w s asked and
agreed to by the city council and the contract again renewed for a period of
three years. In each case, Mr. Hankey negotiated personally with the commercial
or industrial customers. The present contract expires November 30, 1980. The
city receives 250 per customer.
Russell Betts, city engineer gave a progress report on work done on the collection
and distribution lines for the sewer plant. Dan Christie asked if there could be
given some conserderation to extending the line from 7th street and Coleman
north to drainage ditch. No action was taken.
It was mentioned that sufficient pipe had been purchased through Cir Cle Construction
company for the city to lay lines from Main street North to about 7th Istreet in order
that everyone may have fire protection. The Mayor asked Grady Smothermon to
contact Joe Templin for an estimate on laying the line.` The pipe and the laying
of the line to be paid for out of revenue sharing funds.
The problem of supplying an inspector for the construction of the sewer plant
was mentioned. Mr. Betts stated that $6.00 per hour is allowed for such a position
2aA for the duration of the construction period - about 6 months. Grady
Smothermon moved that Mr. Betts hire the inspector but later withdrew his motion.
Dan Christie moved that a local man be hired. Motion seconded by Vera Clary and
carried by unanimous vote with all members present. The Mayor asked Dan to
look around for such a person.

The Industrial ordinance was discussed by Russell Betts. Although it was to have
been pass at this session, Dan Christie moved that action be tabled for another
month - Motion seconded by Vera Clary and carried by unanimous vote with all
members present. Mr. Betts was asked to check near -by towns as to charges levied
on schools or plants.
R. L. Dalton moved that the increase per residential customer for sewer service
be increased or started with the July billing . Motion seconded by Dan Christie and
carried by unanimous vote with all members present. The increase to be $4.50
and the secretary aakmbct was asked to so notify all customers.
There was a lenghty discussion of street repairs. The work needed to be done very
extensive and costly. The Mayor mentioned the possibility' 9f working through
the Man Power program for labor. He also suggested that Mr. ickerson be contacted
to do some work in the city. , Dan Christie was asked to talk with Billy Ross Pell
and R. L. Dalton was asked to talk with Dave Fowler on the matter of street repairs.
Instructions were given to the secretary to order hot mix.
R. L. Dalton moved that Michael Bailey locate minori ties to help patch the streets.
Motion seconded by Dan Christie and carried unanimously.
Boyce Stanton as ked the council to appoint a fire marshall and an'assistant fire
marshall - those -recommended for the respective ositions being F. K. Mullendore
and Cecil Norris. Also that the council pay the 12.00 fee.
Dan Christie moved that these meen be appointed and that the fee af be paid by
the council. Motion seconded by and carried by unanimous vote with all
members present.
The secretary reported that she had checked with the city attorney regarding the
laws on -workmen's compensation and had learned that a' law was passed in June of
1977 requiring all municipalities with one or more employees to carry this
insurance.
V. C. Spradley talked with the council about a corporation court. The Mayor
declined to serve as a judge and asked the members of the council to set up some
guide lines for the city marshall in fultfilling his job as city marshall.
Mr. 6pradley left with the secretary a list of street signs which need replacing and she
was asked to find out the cost.

Vera Clary wamd the secretary be granted an increase in salary. After some
discussion -Dan Christie moved that an increa.s of $100.00 per month be granted.
Motion was seconded by'Vera Clary and there being no descanting vote, the motion
was dellared as passed. The increase to be come effective as of the May the first.
The Mayor talked with Michael Bailey about the responsibilities of his job and of
the expectations from the citizens of Prosper - that the job is 8 to- 5. He also
cautioned Michael about purchases and asked that he clew' such through the office
of himself - also the city truck is not for personal use.
A motion to adjourn was made by Grady Smothermon, seconded by Morris Jackson and
the -meeting adjourned.
