03.14.1978 Town Council Minutes212 March 14, 1978 The Prosper City Council met in regular session March 14, 1978 at 7:00 pm. in the city office with the'following membors'presents Mayor 'Roy Skelton, Councilmen'Vera Clary, R. L. Dalton Sr., T. A. Bailey, Morris Jackson and Danny woebb. The Mayor opened the meeting and asked the secretary to read the minutes of the previous meetings.... Feb. 14th minutes,,- Motion made by R. L. Dalton Sr. to approve as read, motion sedonded by Danny ebb and carried by unanimous vote with all members present. Feb. 21st minutes :- Motion made by Danny Webb to approve minutes as read, motion seconded by R. L. Dalton Sr. and carried by unanimous vote with all members present. March 7th - Motion made by Danny Webb to approve minutes as read, motion seconded by R. L. Dalton Sr. Motion carried by unanimous vote with all members present.. The Maintenance Agreement Ordinance from the State Department of IHighways and Public Transportation was discussed. R. L. Dalton Sr. moved that the city pass this ordinance. Motion seconded by Danny Webb and carried by unanimous vote with all members present. It was signed by the Mayor and the secretary to be returned to the District "'ngineere Material and questionare from the Texas Department of'Health Resources concerning Municipal Solid Waste Management Regulation was presented to the council-. No action was taken on this matter other than comments relative to the city's contract for soid waste removal fp for a period of about two and one half years hence. There was some discussion about delinquent taxes �nd R. L. Dalton suggested that letters to local people oweing taxes for more than just the past year to stating that unless taxes are paid, they would be subject to legal action. The problems of double hook-ups on water and sewer was presented by the secretary. And the ordinance signed gt the March meeting was read. Mr. Dalton wqs asked by the Mayor to contact Leo West on this matter. , Russell L. Hetts, city Engineer presented to the council an ordinance Regulating the Discharge of Industrial. Wastes into the Sanitary hewers of the City of Prosper, Establishing a Permit System, Establishing a System of Charges for Services Rendered, Regulating Unsewered and Miscellaneous Discharges, and Providing for -Enforcement. v Motion was made by Danny 49ebb, and seconded by Morris Jackson that the city tentatively accept the ordinance. Motion carried by unanimous vote with all members present. The ordinance is to be read at the April and May meetings. Mr. Granger who was supposed to be present to be interviewed for the position of Water and Sewer works Operator, did not attend the meeting. busines's There being no further zzKkAw, the meeting closed.
