The Prosper City Council met in regular session at 7:00 pm. on the city office
with the Following members present: Mayor"oy Skelton, Councilmen; Morris Jackson,
T. A. Bailey, Danny ebb, R. L. Dalton Sr. and yera Clary. Also present were
M. F. Bridges, secretary, daunice Stanton, Reporter, Russell L. Betts, City
Engineer and Mr. Schmetman, Mr. Barnes, andrMr, Bradford real estate people.
The Mayor opened the meeting and callbd for reading of minutes of the previous
meeting: Motion made by T. A. Bailey, seconded by Danny Webb to approve the minutes
as readâ– Motion carried by unanimous vote with all members present.
The financial report was attached to the agenda and given to all present.
Vera Clary moved that there be transfered from the General Fund to the Sinking Fund
the sum of $75154. Motion carried by unanimous vote with all members present.,
Council members reviewed the letter from Texas Employment Commission regarding
the amendments to the Federal Unemployment tax Act by the State of Texas.
After some discussion as to the method of paying, a motion was made by Danny Webb
and seconded by T. A. Bailey, that the town of Prosper elect to become sa "taxing
employer' Motion carried by unanimous vote with all members present.
Russell L. Betts, City Engineer explained to the council that the city may at''this time
advertise for bids for the construction of the new, sewerage treatment plant,,afid'that the
city must pass a resolution to accept the Federal Grant for phase three -, $215#000.
A motion was made by R. L. Dalton, Sr., and seconded by Danny Webb that the
following resolution be passed -
"The Prosper City Council hereby resolves to accept the Grant Agreement as offered
by the Environmental Protection Agency dated November 16, 1977 C-481178-03-0
and further directs the Engineer to advertise for bids and'to open and analyse
as directed by the Grant Agreement" (Phase three - $215, 000)
The Motion carried by unanimous vote with all members present.
Mr. Schwetman, Mr. Barnes and Mr. Bradford were present- to discuss with the
council the possibility of the City's supplying water and sewer services to a
tract of lant close to the boundry lines of the city on the north and west side.
It was not decided amoung the members of the council that the city could grant
this request.
T. A. Bailey moved that the meeting adjourn, motion seconded by R. L. Dalton -and
carried by unanimous vote with all members present and the meeting adjourned.
