The Prosper City Council met in a special meeting April. 18, 1977 with the folloiring
members present, Mayor Roy Skelton, R. L. Dalton Sr., Danny /°ebb, Horris Jackson,
T. A. Bailey and Vera Clary. Also present were M. P. 13ridges and Jaunice Stanton,
and Wayne Witt.
The purpose was to hire a oirector of Public Works. Wayne Witt expressed an interest
in the job. A motion was made by T. A. Bailey, seconded by R. L. Dalton that Wayne
Witt be hired, to report the following day and at ' a salary of $700 per month with
personal hospitil.ization and retirement benefits. Motion carried by unanimous vote
with all members present. It was specified that Wayne was being hired on a 40 hour
per week basis.
The Mayor explained the duties of the job. C. L. Gotcher would work with Wayne
during a time of training.

The Prosper City Council met in regular session May 10, 1977 at 8:00 pm in the
city office with the foll-owing present: Msyor Roy Skelton Councilmen Vera Clary,
R. L. Dalton Sr., Danny "abb, and Morris Jackson. Others present were Russell Betts,
and Jaunice Stanton. (Jaluiice Stanton acted as secretary for this meeting)
The meeting was opened by the May who asked for reading of the minutes of the
previous meetings -- the regular -meeting Apr. 12th, and a called meeting April 18th.
Danny "ebb moved that the minutes of the regular metting be approved as read. Motion
seconded by Vera Clary and passed by unanimous vote with four members present.
Danny Webb moved that the minutes of the April 18th meeting be approved as read. Motion
seconded by Morris Jackson and carried by unanimous vote with four members present.
Copies of the financial report and list of checks written since the last regular
meeting were given out.
Russell Betts talked to the council about the application for phase three of the
plans for construction of a new serer plant and explained to the council that it
might be possible for the city bo buy a back hoe under the federal grant. After
some discussion, a motion was made by Danny Webb and seconded by Morris. Jackson
to buy the backhoe provided that the city qualifies for it under the grant participation.
Motion carried by unanimous vote with four members present.
No action taken on the Annexation of Danny Chrisiie property until further study is,
made regarding sewer requirements.
There was discussion of the rate increase requested by Texas Power and Light and I
which was granted by the Texas Utility Commission. The rate increase is 11.6 percent i
which is approximately one third of the original request as presented to the council
at the Januarjr 11, 1977 council meeting. The Mayor and all council members present
gladly accepted the new rater
There bing no further business= a motion to adjourn was made by Korris Jackson, seconded
