04.12.1977 Town Council Minutes193 Council Meeting April 12, 1977 The Prosper City Council met in regular session April 12, 1977 at 7:00 pm. in the city office with the„following members -present: Mayor Roy Skelton, Councilmen, R. L. Dalton, Sr, Danny. Webb, T. A. Bailey, -and Vera Clary. Also present were M. P. Bridges, city secretary,$',Cecil Norris, director of public works, Janunice ftanton, reporter, Russell Betts, City Engineer, Others present were D. Le rStanton., David Baxter, and E. T. Whitehead. The meeting was opened by the Mayor and the Oth of Office was; administered by the City Secretary to Roy Skelton, Mayor and R. L. Dalton Sr. Councilman.. The Mayor then called for reading of the minutes of the previous meetings. Vera Clary moved that the minutes of the previous regular meeting be approved as read. Motion seconded by Danny Webb and aarried by unanimous vote by those present. Minutes of the April 5th meeting at which time the April 2nd City Officers election returns were canvassed. Motion was made by R. L. Dalton and seconded by Danny Webb that these minutes be approved as read. Motion carried by unanimous vote by those present. The financial report was given in printed form to those present. The Mayor mentioned that the records of disbursement of funds which are given as a part of the financial statement report at each council meeting would suffice as an audit. Russell Betts explained to the council that dates for a hearing on plans for Phase. three: of the sewer plant had been postponed twice. David Baader, representing the Prosper Lions Club spoke to the council about using the area immediately West of the city office for a recreational area for the children of Prosper. He stated that the Lions Club would be responsible for the equipment and liability insurance. After some discussion which involved ownership of this land, a �. motion was made by Danny Webb, and seconded by Vera Clary that the request be granted. Motion carried by unanimous vote by those present. It was understood that in case the rightful owner of this property, or a portion of the whole, should object, then the use of it for recreational purposes would cease■ Cecil Norris submitted his resignation as Director of Public Works, effective April 13i 1977. After some lenghty discussion and a request that Cecil reconsider, a motion -was made by R. L. Dalton, and seconded by Danny ebb, that the resignation be accepted. Motion carried by a vote of 3;. The secretary asked how Cecil should be paid for the month of April. A motion was made by R. L. Dalton, seconded by T. A. Bailey to pay him for a full month,( Motion carried by unanimous vote by those present. E. T. Whitehead spoke to the council concerning a problem of drainage at his homesite on 7th street. R. L. Dalton moved that an additional culvert be installed, motion was seconded by T. A. Bailey and carried unanimously by those present, It was later stated that the problem should be studdied and necessary steps: taken to solve it.
