The Prosper City Council met in regular session sec. 119 1977 pm. in the city office
with the following members present: Mayor Roy s`kelton - Councilmen, R. L. Dalton, Sr.,
T. A. Bailey, Morris Jackson, Danny ebb and 4era Clary. Others present were Hattie
P. Bridges, secretary, Cecil Norris, director of public works, Jaunice Stwiton, reporter,
and two representatives of 'texas Power and Light Co. - Mr. Frampton and Mr. Parrish.
The Mayor opened the meeting and asked for reading of the minutes of the previous
meeting. Morris Jackson called attention to the portion of the minutes making reference to
the vote to accept the petition of Lone Star Gas for a rate increase. The vote being
four to one in favor instead of the unanimous vote as had been recorded by the secretary.
Correction made.
A motion was made by Vera Clary, seconded by Danny "ebb to approve the minutes as
corrected. Motion carried by unanimous vote with all members present.
The .financial report was attached to the agenda which w,�s _iven to all members and
others present. The Mayor suggested that the council members keep these reports because
a list of checks written between council meetings is included and would be of value
as an audit.
Mr. Crampton of Texas Power and Light Co. explained the reasons why this company has
petitioned all municipalities served by T. P. Rz L.for a rate increase of 34 percent.
The basic reasons being the increased cost of fuel and construction of power plants.
Upon completion of Hr. Crampton's explanation a motion was made by Morris Jackson,
seconded by R. L. Dalton Sr., that the city of Prosper suspend action on the petition
pending action of the Texas Utility Commission which is making a study of the request
made by T. P. & L. Co. Motion carried by unanimous vote with all members present.
The secretary mentioned that zk the school might make a change in the per square fotit
evaluation rate on new houses and asked the members of council for an opinion...ti±a
yncaXsaecxs��cdacrrx as to whether the city should use the same figure.
This was discussed butt no decision was reached.
The following was read by the secretary " Resolution calling for a City Officers
Election to be held April 2nd., 1977 in the Prosper Community Center for the purpose
of electing a Mayor -for a term of two years and two councilmen, , each for twrms of
two ,years each - places one and two; the Election Judge to be named at a later date;
and the Judge to have the authority to secure clerks as needed; the Judge and the
clerIcs to be paid the minimum hourly wage; the polling place to open at 7:00 XXdxZ am,.,
and close at 7:00 pm; the election to be held in strict compliance with the Voting
Rights Act of 1975. Absentee voting in person to be done in the city office - hours
9:00 to 12:00 noon March 14th to March 29th. The election judge to be the city
secretary. 8
A motion was made by Danny Webb, seconded by Morris Jackson that the council pass this
resolution. Motion carried by unanimous vote..,with all members present.

The secretary for permission to suspenjalt3.es for late payment of water bills during
the extreme cl1d weather. Permission granted.
There being no further business, motion made by Danny Webb, seconded by Morris Jackson_
that the meeting adjourn. Motion carried by unanimous vote with all members present.
