loth., 1976 in the city office. All members of the council present with the exception
of Morris Jackson. No property owners appeared before the board and the meeting was
declared at 8:00 pm.
Council meeting August 10th., 1976
The Mayor opened the regular meeting of the council which had the following members
present: Mayor,,Roy `'kelton, Councilmen, Vera Clary, R. L. Dalton Sr., Danny Webb and
Tommy Bailey. kso present were the city secretary, M. P. Bridges, Cecil Norris,
director of public works, Jaunice Stanton, press reporter, Russell Betts, City Engineer,
snd Mike Ashford, representative of First Southwest Investment Co., whose company was
named as the city's bonding company.
Russell Betts explained the additional inspection work which is being required by Texas
Water Quality Board. This involves making a picture with a T V camera of the interior
of a section of sewer line, the replacement or rehibilitation of which is a part of
the work in connection with the construction of the new sewer plant.
Ass. Ashford explained the procedures, rules and regulations to be followed in holding a
bond election. After some discussion, a motion was made by Danny Webb, seconded by
T. A. Bailey that the election be held August 28th, 1976 in the community center, the
voting hours to be 7:00 am to 7:00 pm, absentee voting to be done in the city office
between the hours of 9:00 to 12:00 noon, August 16th through August 24th. The city
secretary to be the election judge. The 11,otion carried by al:'firmative vote by those
present - Vera Clary, Danny Webb, Tommy Bailey and R. L. Dalton Sr.
The purpose of the election is the issuance of bonds in the amount of $100,000 - the
city's share of the cost of the construction of the sewer plant.
Mr. Ashford explained the ordinance, notices of the election, and ballots and stated
that each would be printed in both English and Spanish in compliance with Texas Election
Code.
Notices of the election and the ordinance to be published in the McKinney Courrier
Gazette August 12th and 19th. - and notices of the election to be posted in 3 places,
the Prosper State Bank, the Prosper Post Office and the City Office not less than 15
days prior to the date of the election.
The Mayor appointed less. Kenneth Bailey, presiding judge and C. G. Alternate judge.
The presiding to recruit two clerks to assist with the election.
Yr. Ashford read the Ordinance in full. The motion to pass this ordinance was made by
Vera Clary, seconded by Danny Webb and carried by affirmative vote by All present -
Vera Clary, R. L. Dalton Sr., Tommy Bailey and Danny Webb. Copy of the ordinance to be
placed in the minute book.
There wad some discussion about the method by which the city shall raise money to pay
the bonded indebtedness but no final decision was reached.
The matter of distributing bulletins to all the citizens of Prosper explaining the
purpose of the election was discussed. A motion was made by R. L. Dalton, Sr, and seconded
Tommy Bailey that they be mailed. Motion carried by unanimous vote.
Mr. Ashford stated that he wanted a copy of the city's budget and of the last audit.
The minutes of the previous meeting were then read by the secretary. Motion made by
R. L. Dalton Sr., seconded by Vera Clary to approve the minutes as read. Motion carried
by inanimous vote by those present.
Danny Webb moved that the city authorize direct depositing of future revenue sharing
checks in the Prosper State Bank. Motion seconded by Vera Clary and carried by
unanimous vote.
There was discussion about the application of asphalt on First street west of Coleman.
R. L. Dalton stated that he had been quoted a price of $2.10 per running foot pw mM
on the 16 foot width street. He stated that most of the property owners had been contacted
and were in favor of contributing $1.00 per running foot of property owned as had been _
done on second and third streets in 1975. The council was reminded by Vera Clary that
in the case of second and third street repairs money was collected from the people
-before the city engaged a -contractor to --do the -work. -
The council meeting closed.

Since the last ct=cil meeting, the Mayor called attention to the fact that the
Council's decision was that revenue from the water works department should be used
to retire the bonded indebib indebteness for the new sewer plant.
