to render a decision on such a request as Mr. Lackey's, a motion was made by E. T
W hitehmad, and seconded by Cecil Norris that a public meeting be held December 9th
at the community center - this meeting to be legally advertised - Mr. Lackey requested
that this notice include the point of non -conformity to the zoning ordinance which
Is that the building is of non-masonery construction. Motion carried. Mr. Lackey
asked to borrow a copy of the ordinance and made a $10.00 deposit for same.
Ma. Jeff Ha.rkinson representing NCTCG spoke to the council regarding some of the
services this organization can render the small cities. His comments related to
criminal justice planning programs and the manpower program. The mayor asked him
to send the city copies of electrical and plumbing coded.
Russell Betts stated that a copy of "State Priority Certification P- step one -
of the approved project WPC- TEX - 1178 had been forwarded to Washington and that
he expects to be able to begin his work in engineering for the sewer treatment plant
in December.
Mr. Farrington - professional city planner and an associate of Russell Betts, showed
the council his maps for the city and a p rojected 20 year growth pattern.
V. C. Spradley talked to the council about the hours that the recreation center is
kept open.
Motion was made by J. T. Johnson and seconded by Vera Clary that the meeting adjourn.
It is noted here that the secretary asked to be excused due to illness at home - this
taking place just before Mr. Farrington completed his presentation.

Tb e prosper City Council met in regular session D t •00 pm in the
Community Center. .All council members present. Others present were: Russell 'setts,
Engineer, Dave Farrington, Director of city planning, Bob Andrews of Celina, Fred Wilson
chairman of the Zoning Commission, and a group of prosper citizens.
Tre meeting opened with a prayer by F. K. Mullendore. Minutes of the previous meeting
were read. Motion by E. T. 'Whitehead, seconded by Cecil Norris that the minutes be
approved as read - Motion carried.
Motion made by Vera Glary, seconded by J. T. Johnson to approve the financial report
as given by the secretary and that outstanding bills be paid. Motion carried.
Motion mader by Cecil Norris, seconded by E. T. Y.1hitehead to tra.nsfer'$751.54 from the
General Fund to the Sinking Fund. Motion carried.
Potion made by L. T. ',Whitehead and seconded by J. 1. Johnson that 12.,000J be transfered
from the ?Water Works Account to the General Fund. notion carried. k
The Mayor asked Vera Clary to investigate placing some of the city funds on interest
and to report at January meeting.
Cecil Norris reported on the meeting of the Small Cities Association meeting in Celina
and stated that Prosper would host the December meeting. He asked that all council
members be present. E. T. Whitehead reported on the Mayors Association meeting in
McKinney.
5 0 The secretary was authorized to make reservations for 3 at the December meeting of
the Mayors' Association. Each town is to be billed for one person's dinner whether or
not there is any one in attendance.
The Mayor related to the council that a citizen had given the secretary a check covering
some delinquent taxes, not including penalty and interest. The secretary was authorize -
to return the check and make Pecords regarding same.
Mr. Fred Lackey's request to move onto his lot on first street a"prefab" home of
exterior metal constructions was brought before the council. All present were given
an opportunity to express their. opinions. Charles Niswanger presented a petition
with 54 signatures of ditizens expressing opposition. This matter was thoroughly
discussed — the possibility of bricking the building was mentioned and Mr. Lackey
stated that he could not afford to. A motion was made by Cecil Norris, seconded by
E. T. 111 tehead to deny Air. Lackey's request. ➢ odtion carried.
%b An(irPwS city manager of Celina spoke to the council on that city's animal control
program. He mentioned ways as to how Prosper could co—operate or participate. Motion

participate in this program, motion carried with details to be worked out later and
the matter to be discussed at the Jlanuary council meeting.
V. C. Spradley, city marshall commented on the Recretation Center — stating that it
remains open at times until very late hours. With the support of the city council,
the rdlayor agreet to go with Pdr.. Spradley to talk with Mr. Wade, owner of the center.
Plans for setting up a Coporation Court were discussed. The r..Tayor volunteered to act
as Judge until such time through mutual agreement or the council sees fit to appoint
some one else.
Dave Farrington, director of city planning discussed changed in the map which he had
shown the council at the previous meeting. He also read his report on the city. It
was suggested by the Mavor that he re write the report making deleetions and then
each council member b6 given a copy to read amd make comments and report at the next
council meeting.
E. T. Whitehead presented the council with the idea of having two meetings instedd of one.
The final decision was that special meetings would be called for discussion of Engineering
and city planning.
The t:Fayor called attention to his request of the council that they study city employees,
salaries and make recommendations. He recommended an increase of .P50.00 per month for
the city secretary effective January lst, 1975. The secretary asked that the increase
be the maximun that one may make without penalizing Social Security — stating that
she had "heard that this figure would be 3,000.00'.' Motion made by J. T. Johnson and
seconded by Vera Clary to this effect. Motion carried.
A motion was made by J. T. Johnson, seconded by Cecil Norris that the meeting adjourn,
motion carried.
