Cecil Norris stated that Mr. Dickerson would have men and equipment in Prosper October 16
to work on second and sixth streets.

( Don Dunavan) for work as it is done and bills xxm are presented with the signature
of Tither F. K. Mullendore or Cecil Norris. Motion carried.
In the matter of replacing missing street signs, Motion made byJoyce Kincaid and seconded
by E. T. Whitehead to tabil the matter until a later time - Motion carried. The
secretary was instructed to get current prices.
Cecil Norris brought before the council the fact that the City P.flarshall is underpaid
for the work he is doing which includes the use of his car. He also made the moti6n
that the Yarshall be paid an additional 'W per month until the first of January, 1975-
Motion seconded by Joyce Kincaid and carried. The mayor asked the council members to
make a study of city employees and salaries,ft*m-Ykkiwxtd2ww between now and the first
of the new year. No further business, the meeting adjourned.

the city office ■ The meeting opened with prayer by F. K. Mullendore.
Members present were: F. K. Mullendore, mayor, councilmen Joyce Kincaid, Vera Clary,
J. T. Johnson, Cecil Norris, & E. T. Whitehead. Also city secretary, M. P. Bridge s.
Others attend were Jaunice Stanton, V. C. S pradley, Bob A nderson city manager of
Celina, Fred Lackey, Charles Niswanger, Jeff Harkinson of NCTCG, Bussell Betts, city
engineer and his associate, Dave Farrington.
Minutes of previous meeting were read. Motion made by Vera Clary, seconded by Cecil
Norris that minutes be approved. Motion carried.
F inanc.ill report was given by the secretary. Motionmade by J. T. Johnson, seconded by
Cecil Norris to approve the report and to authorize payment of outstanding bills.
Motion carried.
Motion made by Vera Clary, seconded by Joyce Kincaid that Cecil Norris and E. T.
Whitehead represent Presper at the Small Cities Association by acclimation. Motion
carried.
Fred Lackey petitioned the council for permission to move onto his lot on first street
a "prefab"home having 1680 square feet of living area. In the discussion as to conformity
to the zoning ordinance of the city, Mr. Lackey stated his house would be on so7.id
concrete blocks and underpinned with toeing equipment concealed. The area of non-
conformity to the zoning ordinance being that the house is of metal construction as
opposed to masonery. Continued discussion related to sewer service. It was stated
that since there are 3 houses on a 4 inch line just east of Mr. Lackey's lot, that he.
should tie into a 6" line which is available. LI
It was mentioned that some citizens living near the area of Mr. Lackey's location have
some objection to a house as described being moved in.
In as much as the zoning ordinance provides for 30 days for the city officials 149
to render a decision on such a request as Mr. Lackey's, a Motion was made by E. T .
W hitehead, and seconded by Cecil Norris that a public meeting be held December 9th
at the community center - this meeting to be legally advertised - Mr. Lackey requested
that this notice include the point of non -conformity to the zoning ordinance which
Is that the building is of non-masonery construction. Motion carried. Mr. Lackey
asked to borrow a copy of the ordinance and made a 010.00 deposit for same.
Mr. Jeff Ha.rkinson representing NCTCG spoke to the council regarding some of the
services this organization can render the small cities. His comments related to
criminal justice planning programs and the manpower program. The mayor asked him
to send the city copies of electrical and plumbing coded.
Russell Betts stated that a copy of "State Priority Certification p- step one -
ot the approved project WPC- TEX - 1178 had been forwarded to Washington and that
he expects to be able to begin his work in engineering for the sewer treatment plant
in December.
Mr. Farrington - professional city planner and an associate of Russell Betts, showed
the council his maps for the city and a p rojected 20 year growth pattern.
V. C. Spradley talked to the council about the hours that the recreation center is
kept open.
Motion was made by J. T. Johnson and seconded by Vera Clary that the meeting adjourn.
It is noted here that the secretary asked to be excused due to illness at home - this
taking place just before Mr. Farrington completed his presentation.

The prosper City Council met in regular session December 9th. at 7:00 pm in the
Community Center. All council members present. Others present were: Russell Detts,
Engineer, Dave Farrington, Director of city planning, Bob Andrews of Celina, Fred `Wilson
chairman of the Zoning Commission, and a group of prosper citizens.
Tree meeting opened with a prayer by F. K. Mullendore. Minutes of the previous meeting
were read. Motion by E. T. Whitehead, seconded by Cecil Norris that the minutes be
approved as read - Yotion carried.
Motion made by Vera Clary, seconded by J. T. Johnson to approve the financial report
as given by the secretary and that outstanding bills be paid. Motion carried.
Potion mach by Cecil Norris, seconded by E. T. 1hitehead to tran3fer'$751.54 from the
General Fund to the Sinking Fund. rTotion carried.

The Mayor asked Vera Clary to investigate placing some of the city funds on interest
and to report at January meeting.
Cecil Norris reported on the meeting of the Small Cities Association meeting in Celina
and stated that Prosper would host the December meeting. He asked that all council

McKinney.
