08.20.1974 Town Council Minutes144 V. C. Spradley came to the meeting and reported that he needed and is required by law to have a new syrene on his car. The one having been used was his own. Motion made by J. T. Johnson and seconded by Joyce Kincaid that he be authorized to purchase same to be paid for the bl city. Motion carried. J" No further business, the meeting adjourned.,�Si M. P. Spradley mentioned that Mr. Johnson of Frisco is engaged in the profession of tree pruning and perhaps may be obtained for the work to be done on second and third streets in preparation for the resurfacing of those streets. J. T. Johnson stated that he would contact Mr. Johnson. S�ecial called meeting; August 20., 11974 The meeting was opened at the City Office. Motion by Cecil Norris and seconded by Joyce Kincaid to adjourn to the Community Center to accommodate guests. Mayor F. K. Mullendore opened the meeting with a prayer. Present were councilmen J. T. Johnson, Vera Clary, Cecil Norris, Joyce Kincaid and 23 visitors from Walnut Grove community Phase 1 and 2 Wades trailor court. Resolution was read to apply for a Federal grant for the city of Prosper sewer plant. Motion made by Cecil Norrisa to accept the resolution, seconded by Vera Clary - aotion earried. Mr. Ski"ore presented a petition from Walnut Grote Owners association asking Prosper not to sign until they had been excluded frox the area under question for incorporation. Jim Hal also spoke in Walnut Grove favor. Gecil Norris made the aotion to delay action until the next regular stated meeting. Seconded by. J. T. Johnson - motion carried. Bridg secretary. Prosper city council met in special called session Au st 2F3th, l�l for the -. purpose of discussing a permit for a mobile home to be moved within the city limits. By rtr.Lee, new owner of Prosper Food Mart. fleeting opened with a prayer by ". K. Mullendore with the following council members present: Joyce Kincaid, Cecil Norris, Hunter Phelps, J. T. Johnson and Vera Clary who came after choir practice. Mlembers of the Zoning; Commission, "red I.Xilson, Lee Gilmer, Bobby Jones and Quincy Edwards were also present. Others present were I'Tr &- Mrs. Lee, Doyce and Jaunice Stanton and E. T. _14hitehead, and J. M. Jackson. The mayor asked for comments from the members of the zoning commission with reference to mobil homes. Fred ffilson stated that the city has the authority to amriend any part of the ordinance - that mobil homes as such are not mentioned in the zoning ordinance, rather than a minimun of 1500 square feet be required and the building of masonary construction for single family units. And that individuals have the right bf apeal. After thorough discussion of all aspects of the question, J. T. Johnson stated that this is a special case and made the motion that Mr. Lee ge granted a temporary permit dating September 15, 1974 to June 15, 1975, to move his mobil home within the city limits behind his grocery store. Motion seconded by G. Norris and carried. Hunter Phelps not voting because of personal involvement. The mayor declared this meeting adjourned. M. P• Bridge S.. Secretary
