owners to bear the cost of armour plating. The final decision was that of proceeding
with the preparation -of the street beds and then decide on completion in accordance
with funds available.
The mayor explained that Don Curtis called him and stated that he is ready to go ahead
with the development of fith street. The opinion of the council members was that he
should have the engineering done and a plat drawn to be presented to the council. And
that the city should not be involved with this development until 11r. Curtis pays the
ci-ry for the pipe purchased in October of 1973.

The Prosper City Council met in regular session Aggast—Ut at $:00 pm in the city
office. Cecil Norris acted as mayor pro-tem. Ike- ed the meeging to order and
asked that Vera Clary offer the opening prayer. Then /,,he asked that the council
leave the city office and reconvene at the community center to accomddate the number
of guests.
The following members were present, Cecil Norris, Vera Clary, Joyce Kincaid, J. T.
Johnson, Hunter Phelps — also the city secretary, M. P. Bridges. Others 'present
were E. T. Whitehead, Chester Hays, Dovee and Juanice Stanton, Russell Betas and a
group of citizens from Walnut Grove Estates.
Regular order of business was suspended in order to give Dr. Frank of Walnut Grove
an opportunity to present plans for incorporation and to ask consent of the City of
Prosper. He presended each council member with a legal doccument describing areas
I involved.
Cecil Norris asked that this matter be taken under advisement and called a special meeting
of the council for August 20th at 8:00 pm at the city office to further discuss this
request. The city engineer was $kwA asked to be present.
Russell Betts stated to the council that ]3rosper had been approved for a Federal Grant
for a new sewer plant. He asked that the council study this proposition and give an
answer as soon as possible. The grant includes funds for the engineering studies and
same to be paid as soon as work is begun. One fourth of the total cost of this project i
to befinanced by the city. This to be further discussed at the called meeting on
U gust 20th.
The minutes of the proceeding meeting were read. Motion by Joyce Kincaid and
seconded by J. T. Johnson that they be approved as read. Motion carried.
The secretary give the financial report and presented unpaid bills. Motion made by
Vera Cary and seconded by J. T. Johnson that the report be accepted and unpaid bills
be paid. Motion carried.
Motion made by J. T. Johnson that the adding machine and the calculator now being used
in the city office and belonging to Doyce Stanton be burchased for the sum of $125.00.
Motion carried.
It was suggested that B obby Jones be again billed for his sewer connection.
Cecil Norris reported on progress of second and third streets resurfacing problems.
He, J. T. Johnson and Russell having done some surveying to make sure that enough width
was available for the proposed street to save xkx trees in front of D. A. Ibca1v Bailey's
home. The findings were affirmative.
144 V. C. Spradley came to the meeting and reported that he needed and is required by law
to have a new syrene on his car. The one having been used was his own. Motion
made by J. T. Johnson and seconded by Joyce Kincaid that he be authorized to purchase
same to be paid for the byy city. notion carried.
No further business, the meeting adjourned.

V. C. Spradley mentioned that Mr. Johnson of Frisco is engaged in the profession
of tree pruning and perhaps may be obtained for the work to be done on second and
third streets in preparation for the resurfacing of those streets. J. T. Johnson
(—stated that he would contact Mr. Johnson.

The meeting was opened at the City Office. Motion by Cecil Norris and seconded by
Joyce Kincaid to adjourn to the Community Center to accommodate guests.
Mayor F. K. Mullendore opened the meeting with a prayer.
Present were councilmen J. T. Johnson, Vera Clary, Cecil Norris, Joyce Kincaid
and 23 visitors from Walnut Grove community Phase 1 and 2 Wades trailor court.
Resolution was read to apply for a Federal grant for the city of Prosper sewer plant.

Mr. Skidmore presented a petition from Wa3.nut Grove hers association askit+tg
Prosper not to sign until they had been excluded from the area under question for
incorporation. Jim Hal also spoke in Walnut Grove favor.
Cecil Norris trade the motion to delay action until the next regular stated meeting.
Seconded by. J. T. Johnson - motion carried.

Prosper city council met in special called session August 28th,,_J3ZL for the
purpose of discussing a permit for a mobile home to be moved within the city limits.

Meeting opened with a prayer by '. K. Mullendore with the following council members
present: Joyce Kincaid, Cecil Norris, Hunter Phelps, J. T. Johnson and Vera Clary
who came after choir practice. m embers of the Zoning; Commission, Fred Wilson, Lee
Gilmer, Bobby Jones and Quincy Edwards were also present. Others present were Mr &
Mrs. Lee, Doyce and Jaunice Stanton and E. T. lylhitehead, and J. 11. Jackson.
The mayor asked for comments from the members of the zoning commission with reference
to mobil homes. Fred Wilson stated that the city has the authority to anmiend any
part of the ordinance - that mobil homes as such are not mentioned in the zoning
ordinance, rather that a minimun of 1500 square feet be required and the building
of masonary construction for single family units. And that individuals have the right
tf apeal. After thorough discussion of all aspects of the question, J. T. Johnson
stated that this is a special case and made the motion that Mr. Lee ge granted
a temporary permit dating September 15, 1974 to June 15, 1975, to move his mobil
homne within the city limits behind ills grocery store. Motion seconded by C. Norris
and carried. Hunter Phelps not voting because of personal involvement.
The mayor declared this meeting adjourned.
