07.22.1974 Town Council Minutes142 Cecil Norris reported that Mr. 11cGuffin of Van Alstine had quoted a price of $4.25 per foot to lay curb and gutter on second and third streets. The conclusion of the council was that this cost would be prohibitive. F. K. Mullenrore and Russell Betts reportedpaving made an inspection of the culverts on second and third streets and stated thatWe are re -usable with the exception of one or two. F. K. Mullendore stated that he would contact Mr. Dickerson, the county road commissioner for this precinct regarding -grading and preparing the streets for rock and armour plating. He also stated that he would ask for bidsfrom contractors on the application of two layers of gravel and two of asphalt. Cecil Norris called attention to the purchase of anxillary pump for the water well which had been approved at a previous meeting. Motion made by Joyce Kincaid, seconded by Cecil Norris that David Baxter be authorized to make this purchase after inspecting the existing pump as to specifications. Motion carried. It was mentioned at this meeting that an 1811 culvert would be neee and installed at the North West corner of the Methodist church lawn and extend West along the south side of third streets. MotUn made by Cecil Norris, seconded by J. T. Johnson that Revenue Sharing Funds be used to install one fire plug at 7th and church streets, one fire plug at 5th and church streets, and one fire plug to be installed at lst and Coleman. Also extending the six inch fire main from third street to first and Coleman with a 611 asbestos concrete pipe. Motion carried. No further business, the meeting adjourned - mq M. P. BridgA , Secretary. The Prosper City Council, acting as the Board of Equalization met JUJJ 22 at 7:00 pm in the city office. This meeting having been legally advertised. Xt 7:25, the mayor declared this meeting closed and then opendd the called session of the council as per legal notice. The purpose of the called meeting to discuss resurfacing second and third streets, The mayor explained to the council why he engaged the use of the rock cutting machine to cut the ditch for the culvert at the Methodist churchr without having discussed this with the council. The reason being that the use of the machine was the most economical method and there bing one available in the city at this time thus avoiding the cost of having one moved in. He stated that Bethel Durham had suggested the use of the machine. The mayor stated that he had been in contact with Bamly Dickerson, road commissioner regarding grading and rock hauling to get second and third streets in shape for resurfacing. Mr. Dickerson, stating that he would do this work. Any tree trimming of trees would be done at the city's expense. ire asked Cecil Norris to work with Mr. Dickerson during the time that the work is being done. This had the approval of the council. The Uayor would handle problems arising with the sewer and waterlines. The estimated cost of the rock - $4,000. The council agreed that Joe Templin may be hired to remove the culverts. It was agreed + that any property owners wanting an extra culvert, would be responsible for the cost Oil of same. All usable culverts are to be used to the best advantage to -accomplish the results wanted for the right kind of drainage. In the discussion 6f the cost involved and the Bid of Billy Ross Pell of $1.25 per square yard, the mayor stated that there are three courses which may be followed; 1. Prepare the streets ; 2. Wait for additional tax revenue; 3. Ask the property 143 owners to bear the cost of armour plating. The final decision was that of proceeding with the preparation of the street beds and then decide on completion in accordance with funds available. The mayor explained that Don Curtis called him and stated that he is ready to go ahead with the development of fith street. The opinion of the council members was that he should have the engineering done and a plat drawn to be presented to the council. And that the city should not be involved with this development until 11r. Curtis pays the ci-ry for the pipe purchased in October of 1973. Ai mvxv vkb vmwav The meeting ddjourned. /ql, d .� M. P. bridkes, secretary The Prosper City Council met in regular session August 12th at 8:00 pm in the city office. Cecil Norris acted as mayor pro-tem. He called the meeting to order and asked that Vera Clary offer the opening prayer. Then X,he asked that the council leave the city office and reconvene at the community center to accomddate the number of guests. The following members were present, Cecil Norris, Vera Clary, Joyce Kincaid, J. T. Johnson, Hunter Phelps - also the city secretary, M. P. Bridges. Others `present were E. T. Whitehead, Chester Hays, Dovee and Juanice Stanton, Russell Betts and a group of citizens from Walnut Grove Estates. Regular order of business was suspended in order to give Dr. Frank of Walnut Grove an opportunity to present plans for incorporation and to ask consent of the City of Prosper. He presended each council member with a legal doccument describing areas j involved. Cecil Norris asked that this matter be taken under advisement and called a special meeting of the council for August 2Oth at 8:00 pm at the city office to further discuss this request. The city engineer was $kwA asked to be present. Russell Betts stated to the council that Prosper had been approved for a Federal Grant for a new sewer plant. He asked that the council study this proposition and give an answer as soon as possible. The grant includes funds for the engineering studies and same to be paid as soon as work is begun. One fourth of the total cost of this project is to befinanced by the city. This to be further discussed at the called meeting on August 2Oth. The minutes of the proceeding meeting were read. Motion by Joyce Kincaid and seconded by J. T. Johnson that they be approved as read. Motion carried. The secretary gave the financial report and presented unpaid bills. Motion made by Vera Cary and seconded by J. T. Johnson that the report be accepted and unpaid bills be paid. Motion carried. Motion made by J. T. Johnson that the adding machine and the calculator now being used in the city office and belonging to Doyce Stanton be burchased for the sum of $125.00. Motion carried. It was suggested that B obby Jones be again billed for his sewer connection. Cecil Norris reported on progress of second and third streets resurfacing problems. He, J. T. Johnson and Russell having done some surveying to make sure that enough width was available for the proposed street to save ake trees in front of D. A. R,,.v1v Bailey's home. The findings were affirmative.
