07.08.1974 Town Council MinutesThe Mayor presented for discussion the problems of resurfacing second and third 141 streets including methods and cost estimates. Lower fifth street to receive some repair using any waste taken from second and third. Chester Hays stated that the Methodist church would want to work with the council in the repair of third street bordering the church property and church street. One method discussed being 241 width of asphalted surface bordered on each side by a 61 wide concrete ditch of such contour as to allow water to drain without going over the street and which would eliminate the use of culverts. The cost of this method would necessitate property owner participation. In order to present the matter most effectively, Cecil Norris moved that a special meeting be called for Monday, June 17th at 8:00 pm at the Community Center for this purpose. Motion seconded by J. T. Johnson and carried. Mimeographed notices to be distributed to all property owners on second and third streets with *J= any interested citizen being invited to attend. The city secretary was asked to contact nearby towns asking their water rates that the City of Prosper might draw a comparrison. The Mayor stated that Art Ninki is out of town at the present and asked that the council delay final decision as to F13J1X9XWXF1VXhW consideration of someone as a replacement for C. L. Bridges, city secretary. Others present were Doyce and Jaunice Stanton, T. E. Whitehead and Russell Betts, Engineer. Minutes of the previous meeting were read. Motion made by Cecil Norris, seconded by Vera Clary that the minutes be approved as read. Motion carried. The secretary gave the financial report — Motion made by J. T. Johnson, seconded by Cecil Norris that the report be accepted as given. Motion carried. Outstanding bills were presented. Motion made by Vera Clary, seconded by Cecil Norris that the bills be paid. Motion carried. In a discussion of city taxes, motion made by Cecil Norris, seconded by J. T. Johnson that Lee Lodge be exempt from paying taxes. Motion carried. Discussion as to the awsessing the Presbyterian Hance and the house owned by the Baptist;` ormerly used as a parsonage, but now rented was finalised by the Mayor asking that officials of the churches invtived be contacted and consulted as to the evaluation. A meeting of the B oard of Equalization was set for July 22nd at 7:00 in the city office . Mr. Whitehead presented the council with a detailed drawing concerning the problem of over flow of water across 7th street in the area of his home. This problem having been discussed at previous meetings and the council having voted to have an addition culvert installed_paralell to the existing one. Cecil Norris reported that he had investigated the price of culverts. It appeared that the total cost of installing the culvert would be approximately $2,000. In view of this cost and the fact that priority had previously been given to the resurfacing of second and third streets, a motion was made by Joyce Kincaid and seconded by Cecil Norris, that the 7th street problem be tabled for the present time. Motion carried. 142 Cecil Norris reported that Mr. McGuffin of Van Alstine had quoted a price of 34.25 per foot to lay curb and gutter on second and third streets. The conclusion of the council was that this cost would be prohibitive. F. K. Mullenrore and Russell Betts reported aving made an inspection of the culverts on second and third streets and stated that Ve are re -usable with the exception of one or two. F. K. Mullendore stated that he would contact Mr. Dickerson, the county road commissioner for this precinct regarding -grading and preparing the streets for rock and armour plating. He also stated that he would ask for bidsfrom contractors on the application of two layers of gravel and two of asphalt. Cecil Norris called attention to the purchase of anxillary pump for the water well ,vhich had bCCri approved at a previous ;.�eeting. Mot- on .Made by Joyce Ki;acaid, seconded by Cecil Norris that David Baxter be authorized to make this purchase after inspecting the existing pump as to specifications. Motion carried. It was mentioned at this meeting that an 18" culvert would be neee and installed at the North West corner of the Methodist church lawn and extend West along the south side of third streets. M. P. IIrid€e , Secretary. The Prosper City Council, acting as the Board of Equalization met 4IulZ 22 at 7:00 pm in the city office. This meeting having been legally advertised. It 7:25, the mayor declared this meeting closed and then opendd the called session of the council as per legal notice. The purpose of the called meeting to discuss resurfacing second and third streets, The mayor explained to the council why he engaged the use of the rock cutting machine to cut the ditch for the culvert at the Methodist churchr without having discussed this with the council. The reason being that the use of the machine was the most economical method and there bing one available in the city at this time thus avoiding the cost of having one moved in. He stated that Bethel Durham had suggested the use of the machine. The mayor stated that he had been in contact with Bamly Dickerson, road commissioner regarding grading and rock hauling to get second and third streets in shape for resu>Aacing. Mr. Dickerson, stating that he would do this work. This had the approval of the council. The Mayor would handle problems arising with the sewer and waterlines. The estimated cost of the rock - $42000. The council agreed that Joe Templin may be hired to remove the culverts. It was agreed t that any property owners wanting an extra culvert, would be.responsible for the cost of of same. All usable culverts are to be used to the best advantage to -accomplish the results wanted for the right kind of drainage. -' In the discussion 6f the cost involved and the Bid of Billy Ross Pell of $1.25 per square yard, the mayor stated that there are three courses which may be followed;
